U.S. Treasury Secretary Scott Bessent called for a sweeping overhaul of the International Monetary Fund and World Bank, criticizing China's export-driven model and urging a global economic reset aligned with the Trump administration's redefined vision <a href="https://www.benzinga.com/news/econ-s">of the Washington Consensus.</a>
"We must make the IMF the IMF again," Bessent said Wednesday in a panel hosted by the Institute of International Finance during the the Fund&#8217;s Spring Meetings in Washington. 
Bessent criticized what he described as "mission creep" that's diverted the fund's focus toward climate, gender and social programs. He argued that such priorities have "crowded out" the IMF's core responsibility: ensuring global monetary stability.
Despite growing speculation about the future of the U.S. dollar in a shifting global order, Bessent reaffirmed the administration's commitment to a strong dollar policy.
"A strong dollar means having the right policies in place to attract capital and inspire confidence," he said, adding that exchange rates are ultimately set by markets. 
"The U.S. will remain the world's reserve currency for my lifetime—and frankly, I'm not sure anyone else wants the job."
<h3 class="wp-block-heading">IMF Policies: Back To Basics?</h3>
Bessent called for a wholesale reset of the Bretton Woods institutions, arguing both the IMF and World Bank have strayed from their founding charters. 
"These institutions have enduring value, but mission creep has knocked them off course," he said.
For the IMF, Bessent said its lending should remain temporary and tied to strong reform commitments, pointing to Argentina as an example of progress. 
Yet, he stressed that not all countries should expect support: "Sometimes, the IMF needs to say no."
He also took direct aim at the IMF's 2024 External Sector Report, calling it symptomatic of a broader reluctance to confront hard truths. 
"The IMF has been whistling past the graveyard," he said.
Bessent urged the fund to call out surplus countries, particularly China, for pursuing policies that distort global trade and currency markets. 
"China's opaque currency practices and unsustainable lending for many decades must be addressed," he said, emphasizing the need for stronger scrutiny of bilateral lending practices.
<h3 class="wp-block-heading">China: The Heart Of Global Imbalances</h3>
Bessent's sharpest criticism was reserved for Beijing. 
"China's economic model is built on exporting its way out of trouble. It's unsustainable—not just for China, but for the world," he said.
Recent data, Bessent noted, shows China tilting further away from consumption and toward industrial overcapacity. 
He accused the country of suppressing wages and encouraging excess savings, creating persistent trade imbalances and undermining global demand.
&#8220;These practices contribute to global dependence on U.S. demand to Spur growth. They also lead to a global economy that is weaker and more vulnerable,&#8221; Bessent said. 
"China must shift toward supporting its own consumers," he said. "We all know change is needed. Even China knows it."
<h3 class="wp-block-heading">World Bank: No Blank Checks</h3>
Like the IMF, Bessent said the World Bank must eliminate vague, slogan-driven initiatives and reorient around clear developmental outcomes. 
He advocated an "all-of-the-above" approach to energy financing, including lifting restrictions on nuclear and fossil fuels to boost affordable base-load generation in emerging markets.
"Energy abundance sparks economic abundance," Bessent said, encouraging the bank to move beyond climate finance targets and instead focus on sustainable growth.
He also called for firm graduation timelines for countries like China, which he argued no longer qualify as developing economies and should stop receiving concessional financing.
On Ukraine, Bessent was unequivocal: "No one who financed or supplied the Russian war machine will be eligible for funds earmarked for Ukraine's reconstruction."

Bessent Blasts China's Economic Model, Calls For Global Reset, IMF Refocus

An 18-year-old recently called into "The Ramsey Show," hoping that Dave Ramsey, the financial expert, could give him some advice. However, the best change can often require big sacrifices, and not everyone is comfortable with making those moves.&nbsp;
The caller <a href="https://www.youtube.com/watch?v=ejbbKVTqXZc">attempted to justify how he ended up with high debt</a> and beat down suggestions, but Ramsey didn't fold. In fact, he got more upfront as the call continued.
"Your situation sucks beyond belief," Ramsey stated in the middle of the call.
The call indicates how bad financial decisions can quickly snowball. Recovering from these types of setbacks requires taking responsibility and making hard decisions.

<h2 class="wp-block-heading">Unveiling The 6-Figure Debt</h2>
The 18-year-old quickly told Ramsey that he expects to have anywhere from $100,000 to $125,000 in student debt by the time he graduates college. While many people have to take out loans to afford college, some of the caller's debt was avoidable.
He currently owns a $41,000 car, which comes to a $1,000 monthly loan payment. Meanwhile, the 18-year-old makes $1,500 to $2,000 per month in retail plus his side business. He also has no money saved.
Ramsey urged the caller to sell the $41,000 car, but there were two obstacles. First, selling the car will result in negative equity. The trade-in value is only $27,000, which falls short of the loan's balance. However, the 18-year-old also said that there is a lien on the car, so he can't sell it even if he wants to.
Ramsey suggested putting $10,000 on the credit card to get up to date on equity and get out of the lien. He then suggested buying a $2,000 car, resulting in a small amount of credit card debt compared to the much larger amount on the auto loan.

Ramsey told the caller that he has to make uncomfortable decisions now to avoid harder times in the future. He said that the 18-year-old's situation will get worse if he continues to accept his situation and make excuses instead of going through a complete transformation.
"You may need to quit school," Ramsey declared while suggesting the caller has to put in 80-90 hour workweeks to get his finances under control. He can always opt for a gap year and return to college when he is in a better financial position.
Ramsey also explained that while he feels bad about the caller's dad leaving the family, it doesn't permit the caller to make bad financial decisions and attempt to justify them.
The college student also initially mentioned that he downgraded a $70,000 car to a $41,000 car. While this may look like a good financial decision on the surface, Ramsey shot down that assertion. The 18-year-old has no business owning that type of car if the monthly loan payment is $1,000 and he makes $2,000 on a really good month. All of this debt doesn't even factor in the student loans.
