Chinese stocks continue to rebound Monday following years of underperformance after China said it would allow homeowners to refinance mortgages, the latest move in a string of measures aimed at <a href="https://www.benzinga.com/analyst-ratings/analyst-color/24/09/41032804/chinas-stimulus-sparks-optimism-3-large-cap-stocks-with-analyst-buy-ratings">supporting its struggling economy</a>.
What To Know: China on Sunday announced that it would allow for the refinancing of mortgages by home buyers, according to a <a href="https://www.wsj.com/world/china/china-to-allow-home-buyers-to-refinance-mortgages-in-latest-easing-move-2d3eeb4a?mod=livecoverage_web">report</a> from the Wall Street Journal.
The report indicates that the move could help recent policy changes more effectively filter through to the markets. Before the mortgage refinancing measures were announced, home buyers were unable to reap immediate benefits from lower interest rates. 
&#8220;Shortcomings in the current mortgage interest-rate pricing mechanism have become apparent, the public reaction has been quite strong and the need to adjust and optimize is urgent,&#8221; China&#8217;s central bank reportedly said in a statement.
Under new rules, borrowers will be able to refinance home loans using prevailing market rates for new mortgages if the difference between their rate and current market rates reach a &#8220;certain magnitude.&#8221; Further details on the threshold were not shared.
The People's Bank of China reportedly said that the new measures will go into effect on Nov. 1.

The news over the weekend comes after China announced its most aggressive stimulus measures since the pandemic last week and promised that it would deploy "necessary fiscal spending" to meet its economic growth target of 5%. 
The moves out of China mark the country's latest attempts to revive an economy that has battled deflationary pressures and growth headwinds due to property declines and wavering consumer confidence.

Chinese electric-vehicle startup Nio, Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NIO#NYSE">NIO</a>) rallied strongly <a href="https://www.benzinga.com/premarket">in premarket trading </a>on Monday, and its U.S.-listed domestic peers also traded sharply higher. 
Shanghai, China-based Nio announced Sunday that strategic investors, including Hefei Jianheng New Energy Automobile Investment Fund Partnership, Anhui Provincial Emerging Industry Investment Co., Ltd. and CS Capital Co., Ltd., have agreed to invest an aggregate of 3.3 billion yuan ($470.64 million) in cash in its subsidiary Nio China. <a href="https://www.benzinga.com/markets/equities/24/09/41082193/teslas-chinese-rival-nio-snags-1-9b-investment-from-parent-strategic-investors-as-it-forays-into">Nio has concurrently agreed to invest 10 billion yuan </a>(about $1.43 billion) in cash to subscribe to the newly issued shares of Nio China. 
The strategic investors and Nio will inject cash into Nio China in two installments, with 70% to be made by November and 30% by December.
This would mean a cumulative $1.9 billion investment as Nio expands into the mass market segment with its Onvo brand. The first model to be rolled out under the sub-brand is a smart electric mid-size family SUV named L60 and the first deliveries of the EV began over the weekend.

Concurrently, NIO will invest an aggregate of RMB10 billion in cash (the "NIO Investment Amount") to subscribe for newly issued shares of NIO China (collectively, the "Investment Transaction"). Upon completion of the Investment Transaction, NIO will hold 88.3% of controlling equity interest in NIO China, while the Strategic Investors together with the other existing shareholders will collectively hold the remaining 11.7% of equity interest in NIO China. &nbsp;
In addition to the NIO Investment Amount, NIO also has the right to invest an additional RMB20 billion to subscribe for additional shares in NIO China by December 31, 2025 based on the same price and terms of the Investment Transaction.
The Investment Transaction is subject to regulatory and internal approvals, as well as the satisfaction of customary closing conditions. The Strategic Investors and NIO will each inject cash into NIO China in two installments, with 70% of the Strategic Investment Amount and NIO Investment Amount to be made by the end of November 2024, with the remaining 30% to be made by the end of December 2024.

Chinese Stocks Dominate - JD.com And Temu Parent PDD Are Among Top 10 Large Cap Gainers Last Week (Sept 23-Sept 27): Are The Others In Your Portfolio?

Chinese electric-vehicle startup Nio, Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NIO#NYSE">NIO</a>) on Sunday announced that it has received cash infusion at a time the company has making a heavy push into the low-end of the market with its <a href="https://www.benzinga.com/markets/equities/24/06/39155145/nio-plans-organizational-changes-at-onvo-sub-brand-whats-going-on">Onvo brand of vehicles</a>.
What Happened: Shanghai-based Nio said strategic investors, including Hefei Jianheng New Energy Automobile Investment Fund Partnership, Anhui Provincial Emerging Industry Investment Co., Ltd. and CS Capital Co., Ltd., have agreed to invest an aggregate of 3.3 billion yuan ($470.64 million) in cash in its subsidiary Nio China. The investment is in lieu of an equity stake in the company.
Concurrently, Nio has agreed to invest 10 billion yuan (about $1.43 billion) in cash to subscribe to the newly issued shares of Nio China. Following the completion of the transaction, Nio will hold 88.3% of controlling interest in Nio China. The strategic investors along with existing shareholders will collectively hold the remaining 11.7% equity interest in Nio China.
Nio also has rights to invest an additional 20 billion yuan investment to subscribe to additional shares in Nio China by Dec. 31, 2025, based on the same price and terms of investment transaction.
The completion of the investment is subject to regulatory and internal approvals as well as the satisfaction of customary closing conditions. 
The strategic investors and Nio will inject cash into Nio China in two instalments, with 70% to be made by Nov. 2024 and 30% by Dec. 2024.

Why It&#8217;s Important: Nio was so far focused on the premium electric-vehicle segment and has carved a niche for itself in the Chinese new-energy vehicle market. The domestic market has become increasingly tough amid intensifying competition and weakening demand. The company has so far weathered the inclement conditions and has recently marked its foray into the low-end of the market with the Onvo brand.
In a post on X announcing the strategic investment, the company said its business is picking up momentum and its delivery has surpassed 20,000 units for a fourth straight month. Delving into the first model launched under the Onvo brand, Nio said L60, a smart electric mid-size family SUV, was delivered on Sept. 28, with order intake stronger than anticipated.
The demand side of the equation could also benefit from the stimulus measures China announced recently. The People&#8217;s Bank of China announced last week it will in the near future cut the reserve requirement ratio, which is the amount of cash banks must hold as reserves, by 50 basis points freeing up about 1 trillion yuan ($142 billion) for new lending, Reuters reported. It also hinted at the possibility of reducing it by an incremental 0.25-0.50% points. The PBoC also said it would lower seven-day repo rate by 0.2 points, interest rate on medium-term lending facility by about 30 basis points and loan prime rates by 20-25 basis points. 
Incidentally, <a href="https://www.benzinga.com/markets/asia/23/12/36281426/nio-stock-up-premarket-after-securing-2-2b-strategic-investment">in December Nio closed a $2.2 billion equity investment from</a> CYVN Investments RSC Ltd, an investment vehicle based in Abu Dhabi. Following the transaction, the company said CYVN in aggregate beneficially owns approximately 20.1% of the company's total issued and outstanding shares.
Nio&#8217;s NYSE-listed ADRs ended Friday&#8217;s session 12.80% higher at $6.52, according to <a href="https://benzinga.grsm.io/register174">Benzinga Pro data.</a>

Tesla's Chinese Rival Nio Snags $1.9B Investment From Parent, Strategic Investors As It Forays Into Mass Market

Electric-vehicle stocks finished the week ended Sept. 27 mostly higher, with industry leader Tesla, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>) and Chinese startups leading the charge. Investors piled into Tesla ahead of some stock-specific catalysts scheduled for October. Chinese EV makers rode on the positive sentiment generated by <a href="https://www.benzinga.com/opinion/24/09/41053956/a-win-either-way-trade-on-chinas-new-stimulus-package">China announcing stimulus measures</a> to reinvigorate domestic growth.
Here&#8217;s a rundown on what happened in the EV space during the week:
Tesla China Strength Continues: Weekly insured registrations data out of China showed a fairly strong 13,800 Tesla EVs were registered in the week of Sept. 16-22, down 11.54% from 15,600 in the previous reporting week, CnEVPost&nbsp;<a href="https://cnevpost.com/2024/09/24/china-ev-insurance-registrations-week-ending-sept-22-2024/" target="_blank" rel="noreferrer noopener">reported,&nbsp;</a>citing data from&nbsp;Li Auto, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/LI#NASDAQ">LI</a>). Commenting on the number, Future Fund's&nbsp;Gary Black&nbsp;said the performance has come despite a two-day Mid-Autumn Festival national holiday. Through 12 weeks, third-quarter deliveries were up 18.5% year-over-year and 19.9% higher than the previous quarter, he said. &#8220;Still on track for TSLA China&#8217;s best quarter ever,&#8221; he added.
It appears to be Tesla China is benefiting from incentivizing sales. The company has extended its five-year, zero-interest financing program for made-in-China Model 3 and Model Y variants until the end of October. This could set off worries concerning further margin erosion. More details regarding the margin impact of the zero-interest financing would be known when the company reports its third-quarter results in late-October.
Analysts are modeling a third-quarter deliveries beat, primarily due to the China strength even as the European region has remained a sore spot. Barclays analyst Dan Levy said in a note he expects third-quarter deliveries of 470,000 units, above the consensus estimate of 461,000 units.&nbsp;Wedbush&#8217;s Daniel Ives expects sales to trump the consensus forecast and also the whisper number of 465,000-470,000 units. &#8220;We believe 3Q will provide a solid rebound looking to 2H for the company as China continues to heat up and price/demand stabilization has continuously been seen throughout the quarter,&#8221; he said.
Rivian Snags A Downgrade: Morgan Stanley&#8217;s Adam Jonas downgraded Rivian Automotive, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/RIVN#NASDAQ">RIVN</a>) shares from Overweight to Equal-Weight and also cut the price target from $16 to $13. The analyst said his downgrade was due to the incorporation of the capital intensity of autonomous vehicle/autonomous driver assistance system which may be required to fulfill the technological underpinnings that attracted Volkswagen AG (OTC:<a class="ticker" href="https://www.benzinga.com/stock/VWAGY#OTC">VWAGY</a>) as a JV partner. <a href="https://www.benzinga.com/analyst-ratings/analyst-color/24/06/39506950/volkswagens-rivian-investment-de-risks-future-growth-plans-but-funding-isnt-free-7-">Rivian struck a partnership with the German automaker</a>, which provided it with a $5 billion investment.
Jonas raised his annual capex estimate for Rivian by $200 million to $300 million per year, beginning in 2026. He also pointed out the uncertainty regarding the cost structure of the joint venture.

Canoo Launches In UK: Struggling EV startup Canoo, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOEV#NASDAQ">GOEV</a>) announced this week it is officially launching in the U.K. by establishing Canoo Technologies UK Limited. The company said it has selected Bicester Motion, a former WWII Royal Air Force base, as a key location that reflects the company's spirit of innovation and commitment to sustainability. &#8220;This move signifies a pivotal step in Canoo's global expansion, setting the stage for the company to introduce groundbreaking commercial electric vehicle (EV) solutions to the UK,&#8221; the company said in a statement.
On the flipside, TechCrunch <a href="https://techcrunch.com/2024/09/27/canoo-hit-with-two-supplier-lawsuits-as-last-remaining-co-founder-leaves/">reported</a> that Canoo&#8217;s senior director of advanced vehicle engineering Christoph Kuttner, the last of the co-founders from the team of nine that founded the company in late-2017, has quit. The report also said the company has been hit with two new lawsuits from suppliers linked to the drivetrains that power its electric vehicles.
Nio Begins ONVO L60 Deliveries: Chinese EV startup Nio, Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NIO#NYSE">NIO</a>) on Saturday started deliveries of its first-ever low-end EV rolled out under the ONVO brand name, CnEVPost reported. The Shanghai-based EV maker is currently pushing out the L60 with a 60-kWh battery pack, and deliveries of long-range vehicles with an 85-kWh pack are expected to begin in December. Sales of the EV began Sept. 19 at a starting price of 206,900 yuan ($29,510), and if the battery is leased, the model would be cheaper. The launch of the vehicle is important as it is pitched against Tesla&#8217;s best-selling Model Y vehicle.
GM Teams Up To Launch Fastest Charging EV Battery: Legacy automaker General Motors Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GM#NYSE">GM</a>) and its Chinese joint venture partner SAIC have joined hands with battery giant CATL to roll out the fastest-charging EV battery, CnEVPost <a href="https://cnevpost.com/2024/09/26/saic-gm-catl-launch-battery-6c-charging/">reported</a>. The battery is based on lithium-iron-phosphate chemistry that would supports 6C ultra-fast charging.
The KraneShares Electric Vehicles and Future Mobility&nbsp;Index ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/KARS#NYSE">KARS</a>) rose 3.39 on Friday before ending at $22.51, according to <a href="https://benzinga.grsm.io/lxquj26b2sag">Benzinga Pro data</a>. Tesla Analysts Brace For Q3 Sales Beat, Rivian Loses A Bull, Canoo Drives Across The Atlantic And More: Biggest EV Stories Of The Week

The Federal Reserve's preferred measure of inflation, the personal consumption expenditures index, grew less than economists expected in August at 2.2% <a href="https://www.benzinga.com/news/econ-s/24/09/41066122/feds-preferred-inflation-gauge-comes-in-below-expectations-for-august-easing-concerns-about-rising-p">year-over-year</a>. The data comes on the heels of the Federal Reserve's 0.5% interest rate cut issued Sept. 18, the first in <a href="https://www.benzinga.com/economics/macro-economic-events/24/09/40926026/federal-reserve-delivers-bold-0-5-rate-cut-signals-further-easing-ahead">more than four years</a>.&nbsp;
The inflation data supports another 0.5% interest rate cut in November, RSM US LLP Chief Economist Joseph Brusuelas said in a Friday tweet. "This is what an economic expansion looks like at full employment," <a href="https://www.benzinga.com/news/24/09/41068393/inflation-decline-strengthens-confidence-in-feds-interest-rate-cut-if-you-were-second-guessing-the-f">he said</a>.&nbsp;

Lael Brainard, the director of the National Economic Council and a former Federal Reserve board member, spoke in favor of the Biden administration's proposed ban on Chinese electric vehicles Monday at the Detroit Economic Club, the same day <a href="https://www.benzinga.com/markets/asia/24/09/40981254/chinese-vehicle-tech-faces-biden-administration-ban-over-national-security-concerns-china-ev-stocks">details of the proposal</a> were released. The U.S. Commerce Department aims to block the import and sale of Chinese-made vehicles with key communications and automated driving systems on the basis of national security concerns. Additionally, a 100% tariff on Chinese electric vehicles imposed by the Biden administration took effect Friday. 
"We will not allow cars driving on U.S. roads if they are using Chinese software and hardware systems," Brainard <a href="https://www.benzinga.com/markets/asia/24/09/40987608/biggest-risk-for-us-autos-biden-advisor-outlines-steps-to-counter-chinese-influence-on-the-industry">told the DEC</a>. "We think this is very important from a national security point of view."
<h1 class="wp-block-heading">Meta Platforms Dives Deeper Into AI, Virtual Reality</h1>
Facebook parent company Meta Platforms Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/META#NASDAQ">META</a>) announced its latest Quest 3S virtual reality headset at the Meta Connect 2024 conference Wednesday along with updates to its Llama artificial intelligence platform and Ray-Ban smart glasses. CEO Mark Zuckerberg introduced a prototype for Orion, Meta's holographic <a href="https://www.benzinga.com/news/24/09/41032461/meta-unveils-new-ai-features-quest-3s-llama-3-2-holographic-orion-glasses-at-connect-2024-we-are-get">augmented reality glasses</a>.

<h1 class="wp-block-heading">China's Stimulus Triggers Stock Rally</h1>
The People's Bank of China announced <a href="https://www.benzinga.com/markets/asia/24/09/41003814/chinese-stocks-jump-as-central-bank-unveils-major-stimulus-to-spur-economy-a-step-in-the-right-direc">stimulus measures this week</a> that will inject approximately $140 billion (1 trillion yuan) in liquidity into the country's banking system as well as a reduction in the mortgage rate, sending U.S.-traded China stocks and ETFs such as e-commerce giant Alibaba Group Holding Ltd &#8211; ADR (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BABA#NYSE">BABA</a>) and electric vehicle manufacturer Nio Inc &#8211; ADR (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NIO#NYSE">NIO</a>) higher. 
Billionaire hedge fund manager David Tepper told CNBC's "Squawk Box" that he's building <a href="https://www.benzinga.com/trading-ideas/long-ideas/24/09/41050711/stocks-rise-as-china-signals-more-stimulus-billionaire-david-tepper-bets-big-on-everythi">positions in Chinese stocks</a>. "I didn't know that they were going to bring out the big guns," Tepper of the country's stimulus plans.&nbsp;
<h1 class="wp-block-heading">Bernie Sanders Blasts Ozempic Cost</h1>
Novo Nordisk A/S (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NVO#NYSE">NVO</a>) CEO Lars Jorgensen faced questions from the Senate Health, Education, Labor and Pensions Committee Tuesday about the high prices of the drugs Ozempic and Wegovy. 
Wegovy, the weight loss version of diabetes drug Ozempic, costs $1,349 monthly in the U.S. versus $186 in Denmark, $140 in Germany and $92 in the U.K., according to the committee.
"You're making huge amounts of money in this country and you're charging us far more and you haven't given me an answer as to why," Sen. Bernie Sanders, the committee's chair, said to Jorgensen during the hearing.
The CEO said: "Anything that will help patients get access to affordable medicine, we'll be happy to look into."
