Coinbase (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/COIN#NASDAQ">COIN</a>) and Paxos are also exploring regulatory approvals to operate with similar authority. 
These developments follow the Trump administration's commitment to establishing the U.S. as a global leader in digital assets, including through new legislation targeting stablecoin oversight.
Recent bills moving through Congress propose a <a href="https://www.benzinga.com/content/44516699/u-s-congress-advances-stablecoin-regulation-with-the-introduction-of-the-stable-act">regulatory framework for stablecoins</a>, mandating that issuers secure banking licenses or charters.
These digital tokens, typically pegged to fiat currencies, are used as a bridge between volatile cryptocurrencies and traditional money.
Some crypto firms are aiming for national trust bank or industrial bank charters that are essentially licenses that would allow them to hold customer deposits or issue loans. 
Others are seeking limited permissions specifically for issuing stablecoins.
BitGo, a crypto custody firm and reserve manager for the Trump family's stablecoin project USD1, is nearing the submission of its bank charter application, according to individuals familiar with its plans.
Anchorage Digital, currently the only federally chartered crypto bank in the U.S., has invested tens of millions of dollars to meet regulatory standards.

CEO Nathan McCauley acknowledged the operational challenges, saying, "It has not been easy," but emphasized the importance of intertwining full regulatory compliance with the crypto sector.
Anchorage recently became a custodian for BlackRock's iShares Bitcoin Trust (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/IBIT#NASDAQ">IBIT</a>) and partnered with Cantor Fitzgerald and Copper on a $2 billion bitcoin-backed lending initiative. 
Tether (CRYPTO: <a class="ticker" href="https://www.benzinga.com/quote/">USDT</a>), the world's largest stablecoin by market cap at $145 billion, is a major Cantor client.
This integration marks a reversal from two years ago when the collapses of crypto firms and banks like Silvergate and Signature led to a regulatory clampdown, forcing traditional financial institutions to distance themselves from the crypto sector.
Why It Matters: Trump's return to office has changed the tone.
Regulations that once required banks to seek explicit approval before offering crypto services have been softened, and new federal guidance on bank-crypto relationships is expected later this year.
Legacy financial institutions are adjusting course. 
Bank of America (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BAC#NYSE">BAC</a>) CEO Brian Moynihan said in February the bank is prepared to issue a stablecoin once legal clarity is established.

International banks are taking note. 
A consortium including Deutsche Bank (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/DB#NYSE">DB</a>) and Standard Chartered (OTC:<a class="ticker" href="https://www.benzinga.com/stock/SCBFF#OTC">SCBFF</a>) is exploring expansion into the U.S. crypto market. Deutsche Bank declined to comment, and Standard Chartered did not respond.
However, caution persists in some corners. 
KeyCorp (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/KEY#NYSE">KEY</a>) CEO Chris Gorman noted potential competitive threats from crypto and cited regulatory concerns, particularly around transparency and anti-money laundering enforcement. "It's hard to trace," he said.

Deutsche Bank, Standard Chartered Reportedly Looking Into Expanding To US Crypto Market

HSBC Holdings plc&#39;s (NYSE: <a class="ticker" href="https://www.benzinga.com/stock/hsbc#NYSE">HSBC</a>) incoming chief executive officer, Georges Elhedery, is considering a significant organizational transformation intended to streamline the company&#39;s operations, according to a Bloomberg report. After taking over as the new CEO on Sept. 2, Elhedery will mull plans that could include cutting layers of middle management and reducing the number of country heads across HSBC&#39;s global footprint.
These anticipated job cuts align with HSBC&#39;s ongoing focus on improving efficiency and cost control amid evolving economic challenges.
This approach is similar to the approach followed by other banks, including Barclays PLC (NYSE: <a class="ticker" href="https://www.benzinga.com/stock/bcs#NYSE">BCS</a>) and Standard Chartered PLC (OTC: <a class="ticker" href="https://www.benzinga.com/stock/scbff#OTC">SCBFF</a>), which have trimmed middle management as part of larger cost-cutting programs.
In May 2024, BCS commenced job cuts across investment banking (IB) and research division, per people familiar with the matter. This move aligns with BCS&#39; &pound;2 billion cost-cutting program to boost profitability. In June 2023, SCBFF started laying off employees in Singapore, Hong Kong and London to reduce costs by more than $1 billion between 2022 and 2024.
As the Federal Reserve begins to cut interest rates starting next month, banks might face a reduction in profit margins. Thus, to optimize profit, HSBC is taking cost-reduction measures like these. According to some sources, the bank has slowed down its hiring process and is not rushing to replace staff who have left or resigned in recent months.
<h2>HSBC&#39;s Streamlining Efforts</h2>
HSBC has been actively restructuring its operations to further improve operating efficiency.&nbsp; HSBC&#39;s restructuring efforts have already resulted in the bank exiting non-core regions, such as France and Canada, as well as reducing its presence in South Africa. These actions are consistent with the bank&#39;s shift toward its core growth regions in Asia, where it sees a higher potential for long-term returns.
In 2020, the company announced its transformation plan to reshape underperforming businesses, simplify complex organizations and reduce costs. The company realized gross savings of $5.6 billion, with a cost to achieve a spend of $6.5 billion by 2022-end. It expects to achieve additional cost savings this year, driven by the actions undertaken in 2023. The same year, under the leadership of current CEO Noel Paul Quinn, HSBC initiated a significant restructuring plan that included cutting down 35,000 jobs to adapt to the challenging economic conditions brought on by the COVID-19 pandemic.
In April 2024, HSBC laid off about a dozen bankers from its investment banking division in Asia as part of its broader effort to optimize operations and focus resources on more profitable areas.
Elhedery&#39;s plans to further reduce middle management layers might indicate a continuation of the previous strategy, which aligns the bank&#39;s operational structure with its global focus.

HSBC's Next CEO Plans to Trim Middle Management to Save Costs

In a bid to boost shareholder returns, Standard Chartered Plc (OTC:<a class="ticker" href="https://www.benzinga.com/stock/SCBFF#OTC">SCBFF</a>) has declared a $1 billion buyback after reporting fourth-quarter profits that surpassed analyst projections.
What Happened: The London-based bank, which focuses on emerging markets, has unveiled a new program, &#8220;Fit for Growth,&#8221; that is expected to save approximately $1.5 billion in expenses over the next three years. However, it will also add a similar amount to costs for permanent organizational changes, as per a <a href="https://www.bloomberg.com/news/articles/2024-02-23/standard-chartered-announced-1-billion-buyback-as-profit-beats?srnd=premium-asia">Bloomberg</a> report.
The bank&#8217;s CEO, Bill Winters, who has been with the group for nearly nine years, is striving to enhance returns for investors and revitalize the stock, which has dipped by over 20% in the past year.
The bank reported a 63% increase in fourth-quarter adjusted pretax profit to $1.06 billion, surpassing the estimated $989.6 million. It also announced a final dividend of 21 cents a share, marking a 50% increase in the full-year payout. The bank has set new targets, aiming for a 12% return on tangible equity in 2026 and a 5% to 7% rise in operating income from 2024 to 2026.
"I am acutely aware of the underperformance of our share price in recent months, which I believe does not reflect the progress we are making," Chairman Jose Vinals said in the statement. "Both the Board and the Management Team are absolutely focused on delivering sustained, long-term value for our shareholders."

The bank&#8217;s decision to initiate a buyback and implement a cost-saving program comes in the wake of its poor stock performance. The move is part of a broader strategy to improve shareholder returns and revitalize the bank&#8217;s stock, which has been struggling despite its strong presence in high-growth markets.
Standard Chartered&#8217;s recent financial performance has been impacted by its investments in China, a market that has been facing challenges due to weak confidence and an ongoing crisis in its real estate sector. The bank&#8217;s move to restructure its institutional banking arm, which includes its investment bankers and traders, could potentially lead to job cuts and is one of several options being considered.
Standard Chartered experienced a significant drop in its stock value after revealing its third-quarter earnings. UDPN consists of almost 25 organizations including banks from the U.S., Australia, Latin America, and Europe &mdash; running around 10 proof-of-concept tests in parallel, UDPN Lead at GFT Group Steffen Schacher commented.
UDPN acts as an interoperability bridge between all blockchain networks. It also applies battle-tested decentralized digital identity standards (DIDs) to participants, creating a bank-friendly and regulated environment.
For a cross-border currency transfer, the sending institution takes the tokenized value and transfers it into a UDPN-managed smart contract, leading to the release of the intended target currency from that smart contract, SC Ventures&nbsp;CTO Thorsten Neumann explained.

Deutsche Bank, SC Ventures Trial SWIFT Messaging Layer For Stablecoins And CBDCs

New Digital Payment Network Promises To Make Cross-Border Transactions Faster, Cheaper

Hong Kong property developer Hysan Development Company Limited (OTC: <a class="ticker" href="https://www.benzinga.com/stock/hysny#OTC">HYSNY</a>) <a href="https://www1.hkexnews.hk/listedco/listconews/sehk/2023/1009/2023100900201.pdf" style="color:#0563c1">issued</a> a prospectus for up to $4 billion of medium-term bonds Monday, more than 10 times its average medium-term debt tranche.
The new debt dwarfs the company&rsquo;s previous borrowing amounts. Prior to the multi-billion-dollar debt issue, the company&rsquo;s current average debt tranche for its 5-year or sooner debt was around HK$300 million ($38.5 million) with by far its largest a $400 million 2027 2.85% note maturing in 2027. &nbsp;
The bonds are being issued in the form of zero-coupon notes that are heavily discounted to institutional purchasers, and are priced at a floating rate of forward interest. That means that purchasers of the notes are bullish about Federal Reserve easing now, since if interest rates fall then the bonds will go up in value as the discounted price becomes comparably more attractive to lenders.
The company plans to list the bonds on the Hong Kong exchanges at some point within the next 12 months.
Hysan said that it was issuing the medium-term debt for general corporate purposes. The bonds are unsecured and reliant on a guarantee by Hysan to repay. The notes were <a href="https://www.fitchratings.com/research/corporate-finance/fitch-revises-hysan-outlook-to-negative-affirms-rating-at-a-04-01-2023#:~:text=Liquidity%20and%20Debt%20Structure&amp;text=5%20billion%20in%20short%2Dterm,liquidity%20sources%20and%20financial%20flexibility." style="color:#0563c1">rated</a> A- by Fitch Ratings earlier in the year. According to Fitch, the developer had HK$6.7 billion in cash and HK$4.6 billion in undrawn credit at the start of this year, which was enough to meet its short-term debt repayments. &nbsp;
Fitch said that while it thinks Hysan is more liquid than most developers in Hong Kong right now, it forecasts the company&rsquo;s average borrowing cost will spike to 3.3% in 2023 vs 2.2% last year. The ratings agency also noted that Hysan&rsquo;s leverage had increased to 24.6% by the start of 2023 from 17.9% the year before.
&ldquo;We think Hysan&#39;s liquidity position is solid and it has the resources and ability to reduce debt and improve interest cover via asset monetisation. However, there is uncertainty over the execution of its plans,&rdquo; the ratings agency wrote.
In the note offering, the company indicated that its current repayments were set to peak in 2025 by three times from their current level and again in 2027 by nearly 8 times as its bank debt and other bonds become repayable.
In interim 2023 financials Hysan released in August, the company reported that its revenue and profit were down 9.3% and 12.2% respectively, in 2023. It also said that office rentals were at 89% capacity, quite a bit lower than Fitch&#39;s expectations of 94%.&nbsp;

When nickel rose rapidly after Russia invaded Ukraine, Tsingshan, the world&rsquo;s biggest nickel and stainless steel company, had built a giant short position in LME nickel in a bet that increasing supply from his company would drive down prices, struggled to pay its margin calls, setting the stage for a short squeeze.
At the center of the crisis is entrepreneur Xiang Guangda, owner of Tsingshan Holding Group Co. Xiang&rsquo;s position was unusually large, equivalent at its peak to roughly one in eight of all the contracts outstanding in the LME nickel contract.
Bloomberg notes Xiang held about 30,000 tons of his short position directly on the LME, less than a fifth of its total size of over 150,000 tons. Bloomberg reported that several other Chinese firms amassed short positions as Xiang&rsquo;s allies.&nbsp;Volkswagen AG&nbsp;(OTC: <a class="ticker" href="https://www.benzinga.com/stock/vwagy#OTC">VWAGY</a>) has one of the largest long positions in the market, at the equivalent of over 100,000 tons, a person familiar with the matter stated.&nbsp;
Trader and miner&nbsp;Glencore Plc&nbsp;(OTC:&nbsp;<a class="editor-rtfLink" href="https://www.benzinga.com/stock/glncy#OTC" style="color:#4a6ee0; background:transparent; margin-top:0pt; margin-bottom:0pt" target="_blank">GLNCY</a>) is another sizeable long-position holder and has at times controlled more than half of the available inventories in LME warehouses.&nbsp;
A person familiar with the matter stated that Glencore&rsquo;s overall position in LME nickel is short &mdash; it uses the exchange to protect against price risk on the metal it ships worldwide. But it bought LME stocks to deliver the nickel from the exchange warehouses to its customers after a surge in freight costs made shipping metal from Asia to Europe and the U.S. much more expensive.
Investors have heavily criticized the 145-year-old home of global metals trading,&nbsp;The London Metal Exchange, for its response to the crisis. Since reopening two weeks ago, the nickel market has yet to reach an equilibrium.&nbsp;
&ldquo;Given our role in supervising the LME, we have been, and will continue to be, taking a very close interest in how it is managing and responding to the issues,&rdquo; the FCA said in a statement Tuesday.
Regulators have publicly admitted they&rsquo;re in the dark about commodity markets.

Why It&#39;s Important:&nbsp;The talks between Tsingshan&#39;s creditors, led by JPMorgan, focused on extending the company&#39;s credit lines so that it can pay them the margin it owes, states people familiar with the discussions. One plan under discussion was to secure this lending against Tsingshan&#39;s steel and nickel assets in China and Indonesia.
Despite Tsingshan&#39;s troubles, with nickel prices close to records, extending such credit could be highly profitable given the company&#39;s vast production capabilities, stated people familiar with the situation.
Tsingshan, a stainless-steel producer, solved China&#39;s nickel shortfall by pioneering rotary-kiln electric furnaces to produce a low-cost material known as nickel-pig iron.&nbsp;
Early in 2021, Tsingshan began to accumulate a short position. It made statements on its website and panels suggesting the market was flush and prices should fall.&nbsp;
Tsingshan&#39;s position was equivalent to selling about 190,000 metric tons on the LME, traders, bankers, and analysts estimate. That would be worth $9.1 billion at last Monday&#39;s closing prices.

JPMorgan In Talks With Tsingshan To Contain Nickel Crisis: WSJ

A new report from Standard Chartered (Pink: <a class="ticker" href="https://www.benzinga.com/stock/scbff#Pink">SCBFF</a>) makes a case for Ethereum&rsquo;s (CRYPTO: ETH) market cap catching up with that of&nbsp;Bitcoin (CRYPTO: BTC).
The Fine Print: &ldquo;Structurally, we &lsquo;value&rsquo; Ethereum at USD 26,000-35,000,&rdquo; said the British banking giant in its latest <a href="https://www.tbstat.com/wp/uploads/2021/09/Ethereum-investor-guide.pdf">research report</a> on crypto assets.
In order for ETH to get there, Bitcoin would need to trade at the top of Standard Chartered&rsquo;s estimated &ldquo;valuation range&rdquo; of around $175,000, the bank said.&nbsp;
&ldquo;We see the Ethereum-Bitcoin cross doubling to 0.161, a level at which ETH&rsquo;s market cap would catch up to BTC&rsquo;s,&rdquo; the Standard Chartered report said.&nbsp;
The logic underpinning the bank&rsquo;s valuation estimates for Ethereum comes from likening the second-largest cryptocurrency to &ldquo;a financial market in which non-linear financial transactions such as lending, insurance, and exchanges can operate.&rdquo;
This is opposed to the logic applied to Bitcoin, which Standard Chartered considers to be most akin to a currency.
Based on the financial market vs. currency analogy, the bank arrived at $35,000 as a potential value for ETH &mdash;&nbsp;a figure that is around 10 times its current value.
Using another approach, Standard Chartered found that an optimal allocation to crypto was around 2% of global portfolios.
&ldquo;Given the broader value case for ETH compared to BTC, we believe that ETH&rsquo;s total market cap will catch up to BTC&rsquo;s over time.&rdquo;
The bank also pointed to Ethereum&rsquo;s ongoing transition to ETH 2.0 as a factor that would work in its favor by increasing scalability, reducing environmental concerns&nbsp;and decreasing its net supply.
&ldquo;Given these factors, we think ETH is a better buy over the medium term than BTC,&rdquo; said Standard Chartered.
Price Action: At press time, Bitcoin was trading at $51,000 after gaining just 0.03% over the past 24-hours. Ethereum was down by 2.87% over the same period and changed hands&nbsp;at a price of $3,700 at the time of writing.
