GD or NOC: Which Is the Better Value Stock Right Now?

The Biden administration&#8217;s decision to enhance Ukraine's long-range strike capabilities has U.S. <a href="https://www.benzinga.com/topic/russia-ukraine-war">intelligence agencies on high alert.</a> 
What Happened: President Joe Biden &#8220;decided to provide Ukraine with the Joint Standoff Weapon (JSOW) long-range munition,&#8221; according to a White House <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2024/09/26/statement-from-president-joe-biden-on-u-s-support-for-ukraine/">statement </a>on Thursday. 
But the New York Times <a href="https://www.nytimes.com/2024/09/26/us/politics/us-ukraine-strikes.html?nl=the-morning&amp;regi_id=136109156&amp;segment_id=178988">reports</a> U.S. intelligence agencies are assessing the risks of such a scenario.
Western allies face the potential threat of Russian-led attacks if those long-range missiles are <a href="https://www.benzinga.com/topic/ukraine">aimed at certain targets</a> deep inside Russia.
The discussions were at the center of Ukrainian President Volodymyr Zelenskyy&#8216;s visit to the U.S. this past week in which he met with Biden and Vice President Kamala Harris.
A meeting between Zelenskyy and ex-President Donald Trump is reportedly taking place on Friday in New York.
Ukraine Winter: The Russia-Ukraine war began on Feb. 24, 2022, when Russia launched a full-scale invasion.
Since then, Russia has bombarded critical power infrastructure across Ukraine — the latest attack being on Thursday, per Reuters. Such tactics, considered war crimes, leave Ukraine&#8217;s citizens vulnerable heading into the winter months. 
&#8220;Due to ongoing attacks on civil infrastructure, front-line movements, mass displacements and disruptions of access to essential health-care services, the war's impacts, compounded by winter, can increase the risk of excess cold-related morbidity and mortality,&#8221; according to a Thursday <a href="https://www.who.int/europe/publications/i/item/WHO-EURO-2024-2946-42704-59552">report</a> from the World Health Organization.
Germany agreed to provide a $78 million winter aid package to help Ukraine maintain heat and electricity.
Federal Development Minister Svenja Schulze <a href="https://defence-industry.eu/germany-supports-ukraine-with-arms-and-winter-package/">said</a> Germany&#8217;s support aligns with national interests, as Ukraine&#8217;s defense also protects European security.
"We are supporting Ukraine in its efforts to rebuild a decentralised power supply infrastructure, as Russia will then not be able to destroy it so easily," he added.
Russia&#8217;s invasion affected oil and gas pipeline relations with Germany and Ukraine starting in 2022. This resulted in major <a href="https://www.benzinga.com/news/22/08/28447445/vladimir-putin-is-waging-war-not-just-against-ukraine-but-against-the-west-expert-warns-as-germany-i">disruptions and geopolitical shifts</a>.

Why It Matters: In the U.S., Democrats and Republicans are at odds over whether to provide aid at all to Zelenskyy. 
Harris, the 2024 Democratic presidential nominee, met with Zelenskyy and criticized those suggesting Ukraine should cede territory for peace. Her comments were seen as a veiled jab at <a href="https://www.benzinga.com/government/21/01/19152983/donald-trump-is-the-first-us-president-to-be-impeached-twice">twice-impeached former President</a> Trump, who often <a href="https://apnews.com/article/trump-zelenskyy-ukraine-russia-6e02fc7575a14d9abb64a326ffd0a4a3">derides</a> efforts to help Ukraine.
At a North Carolina event Wednesday, Trump said Ukraine was &#8220;demolished&#8221; and should have conceded to Russian President Vladimir Putin, the <a href="https://apnews.com/article/donald-trump-ukraine-putin-zelenskyy-0f4d539aa73a943474d779716e5fe42a">Associated Press</a> reported. 
The comments come just weeks after a debate with Harris, in which the 2024 Republican nominee refused to say whether he wanted Ukraine <a href="https://www.benzinga.com/news/24/09/40998738/trump-says-ukrainian-president-backs-kamala-harris-for-white-house-zelenskyy-is-the-greatest-salesma">to win the war</a>.

Lockheed Martin Corporation&#39;s (NYSE: <a class="ticker" href="https://www.benzinga.com/stock/lmt#NYSE">LMT</a>) unit, Sikorsky Aircraft, recently secured an $84.3 million contract to supply eight gearbox assemblies for the CH-53K helicopters. The work will be carried out in Stratford, CT, and is set to be completed by December 2028.
The contract will serve the U.S. Navy and Israel military. The award has been provided by the Naval Supply Systems Command Weapon Systems Support, Philadelphia, PA.
<h2>What&#39;s Favoring LMT Stock?</h2>
With countries worldwide enhancing their defense capabilities, spending on advanced military arms and ammunition has been rapidly increasing. This also includes growing investments in military helicopters, which are crucial for air warfare missions. Lockheed Martin's Unit Secures Contract for CH-53K Gearbox Assemblies

Israeli air strikes <a href="https://www.benzinga.com/news/24/09/40977597/us-warns-israel-against-opening-a-full-blown-war-against-hezbollah-as-air-strikes-kill-30-in-lebanon">on Hezbollah targets </a>in southern Lebanon killed around 274 people on Monday, local authorities said, as escalating hostilities between the two sides stoke international concern about the eruption of a full-on war.
Israeli forces struck several southern towns that included Tyre and Bint Jbeil in the northern region, saying they planned to carry out extensive air strikes on Bekka&#8217;s eastern region, Bloomberg <a href="https://www.bloomberg.com/news/articles/2024-09-23/israel-steps-up-attacks-on-hezbollah-targets-in-south-lebanon?srnd=homepage-americas&amp;sref=TBDibEcD">reported</a>.
Israel and Hezbollah have been firing rockets across the border at each other consistently since Israel&#8217;s war with Hamas began last October, but the conflict has escalated in the past week.
The U.S. is urging both sides to hold back on the fighting as Defense Secretary Lloyd Austin emphasized reaching &#8220;a diplomatic solution&#8221; in speaking with Israel&#8217;s Defense Minister Yaov Gallant.
Israel is trying to take out Hezbollah&#8217;s launchers, missiles and rockets to weaken its military capabilities through an aerial campaign.
"I want to clarify Israel's policy: we do not wait for the threat, we are ahead of it," Israeli Prime Minister Benjamin Netanyahu said on Monday.
Netanyahu said he prefers diplomacy, but it isn&#8217;t working.
His cabinet made the return of tens of thousands of displaced civilians a primary war objective last week. His cabinet is focused on this return as Gallant signaled a shifting of Israel&#8217;s focus to Hezbollah from Gaza.

Netanyahu is scheduled to address the United Nations General Assembly at its summit in New York on Thursday.
Hundreds of thousands of people scurried to bomb shelters in northern Israel after Iran-backed Hezbollah fired150 projectiles on the area, using a new rocket that can reach as far as 60 miles and carry about 275 pounds of explosives, the group said on its Telegram channel over the weekend.
On Tuesday and Wednesday, Hezbollah and Lebanon blamed Israel for blowing up thousands of pagers and walkie-talkies mostly used by Hezbollah members. 
On Friday, Israel killed a top Hezbollah commander, Ibrahim Aqil in an air assault on Beirut's southern suburbs.
Lebanese Prime Minister&nbsp;Najib Mikati&nbsp;called on the U.N. and world powers to stop the Israel-Hezbollah fight from "falling into the unknown."
Also on Monday, an Israeli military spokesperson said Hamas chief&nbsp;Yahya Sinwar&nbsp;may have been wounded or killed in air strikes on Gaza, after local media reported he was recently not heard from. 
The U.S. has said a Gaza cease-fire will help calm regional tensions, but Israel said it cannot wait for a truce there before eliminating the threat of Hezbollah.
United Nations Secretary-General Antonio Guterres warned the pager blasts against Hezbollah&nbsp;in Lebanon could signal &#8220;a pre-emptive strike before a major military operation&#8221; being carried out by Israel, Reuters reported.
U.N. Special Coordinator for Lebanon Jeanine Hennis is scheduled to visit Israel on Monday.

A significant Ukrainian drone assault on Russia caused an <a href="https://www.benzinga.com/government/24/09/40888451/russia-to-expand-army-for-third-time-since-war-with-ukraine-began-defense-stocks-rtx-northrop-grumma">earthquake-sized eruption</a> at a major arsenal in the Tver region on Wednesday, forcing citizens in the city of Toropets to evacuate, according to reports from war bloggers and some media.
Unverified video and images on social media showed a huge ball of flame rising into the night sky and numerous explosion detonations tearing across a lake about 240 miles west of Moscow, Reuters reported.
NASA satellites registered intense heat sources coming from an area of about five square miles at the site in the early hours. Earthquake monitoring stations picked up the attack as a small earthquake&nbsp;in the area.
&#8220;The enemy hit an ammunition depot in the area of Toropets,&#8221; said Yuri Podolyaka, a Ukrainian-born, pro-Russian military blogger. &#8220;Everything that can burn is already burning there (and exploding).&#8221;

Ukrainian President Volodymyr Zelenskyy, speaking in his nightly video address, praised the attack without mentioning the target.
&#8220;A very important result was achieved last night on Russian territory and such actions weaken the enemy,&#8221; Zelenskyy said. &#8220;I thank everyone involved. Such precision is truly inspiring.&#8221;
A source in Ukraine&#8217;s SBU state security service told Reuters earlier that the drone attack had destroyed&nbsp;a warehouse storing missiles, guided bombs and artillery ammunition.
Igor Rudenya, governor of the Tver region, said Ukrainian drones had been shot down, a fire had broken out and some residents were being evacuated. He did not say what was burning, Reuters reported.
The size of the main blast shown in the unverified social media video was consistent with 200 to 240 tons of high explosives detonating, said George William Herbert of the Middlebury Institute of International Studies at Monterey in California.
Some war bloggers asked how drones could trigger such large blasts at what was thought to be a highly fortified facility.

L3Harris Technologies (NYSE: <a class="ticker" href="https://www.benzinga.com/stock/lhx#NYSE">LHX</a>) announced that it has received a five-year contract, worth $587.4 million, to deliver custom tactical jamming pods designed to modernize the U.S. Navy&#39;s Aerial Electronic Attack capability.
<h2>Details of LHX&#39;s New Contract</h2>
The Next Generation Jammer-Low Band (NGJ-LB) is an advanced airborne electronic warfare system. The L3Harris solution will be simpler to maintain than the Navy&#39;s present system because of its modular, open-system architecture, which allows for seamless updates.
It also combines enhanced processing with greater jamming capability. The L3Harris system will work with combined and allied forces to offer expansion potential for future technological integration.
Over the course of the next five years, the company will provide more test assets for airworthiness and design verification, in addition to eight operational prototype pods for the U.S. Naval Air Systems Command to evaluate the fleet. L3Harris Wins $587M Contract for Next Generation Jammer-Low Band

Russia&#8217;s army will soon become the world&#8217;s <a href="https://understandingwar.org/backgrounder/russian-offensive-campaign-assessment-september-15-2024">second-largest army </a>behind China, leapfrogging the size of the U.S. and India armies.
President Vladimir Putin on Monday ordered the army&#8217;s size to be increased by 180,000 troops to 1.5 million active servicemen, a move that would take its overall size to 2.38 million people, Reuters reported.
This is the third time since the war with Ukraine began in February 2022 that Russia expanded the size of its army. This is happening as Russian forces advance in eastern Ukraine and try to expel Ukrainian forces from Russia&#8217;s Kursk region.
Andrei Kartapolov, chairman of Russia&#8217;s lower house of parliament&#8217;s defence committee, said the army expansion is part of a plan to revamp the armed forces and increase their size to match the international situation and behavior of &#8220;our former foreign partners.&#8221;

The Kremlin said it has no new mobilization planned for now and will keep relying on volunteers signing up to fight in Ukraine.
Adding more troops to its army will require Russia to boost its defense budget and possibly expand the draft size or change the law to allow more women to work in the military.

Russia To Expand Army For Third Time Since War With Ukraine Began: Defense Stocks RTX, Northrop Grumman Gain

Ibrahim Kalin, head of Turkey&#8217;s National Intelligence Agency, met with representatives from the Palestinian militant group Hamas in Ankara, Turkey&#8217;s capital, to discuss the negotiations <a href="https://www.benzinga.com/news/global/24/08/40608668/nine-palestinians-killed-as-israeli-forces-press-into-west-bank">for a cease-fire</a> in Gaza, according to media reports.
 Kalin met with a delegation from the Hamas political bureau leadership, Turkish news channel TRT Haber said, citing Turkish security sources, Reuters reported.
Turkey denounced Israel&#8217;s assault on Gaza. Turkey&#8217;s intelligence agency has been in contact with those involved in the conflict — Hamas, Israel, Qatar and the U.S. — as it carries out intensive diplomacy for a ceasefire in Gaza, TRT Haber said.
The war between Israel and Hamas began Oct. 7, 2023, when Hamas attacked Israel, killing 1,200 people and taking about 250 hostages, according to Israeli tallies.

Raytheon's Advanced Technology team and Northrop Grumman leveraged their combined digital engineering expertise to accelerate the design and development in a digital environment using model-based systems engineering.

Ukraine hit Moscow on Tuesday in its <a href="https://www.benzinga.com/government/24/08/40590138/ukrainian-pilots-begin-using-f-16s-against-russia">biggest drone assault</a> since the war began in late February 2022, killing at least one person and destroying homes across the capital region. It also caused about 50 flights to be rerouted from airports around the city.
Russia said it destroyed at least 20 Ukrainian attack drones hovering over the Moscow region and 124 other drones over eight other regions, Reuters reported.
Kyiv said Russia had attacked it overnight with 46 drones, 38 of which were destroyed.
The drone attacks on Russia damaged high-rise apartment buildings in the Ramenskoye district of Moscow, causing apartments to become ablaze, residents told Reuters.
A 46-year-old woman was killed and three people were wounded in Ramenskoye, Moscow regional governor Andrei Vorobyov said.
More than 70 drones were also taken out over Russia&#8217;s Bryansk region and dozens more over other regions, Russia&#8217;s defense ministry said.

Moscow and Kyiv have both tried to buy and develop new drones, finding new ways to use them or destroy them with everything from shotguns to advanced electronic jamming systems.
Russian President Vladimir Putin called Ukrainian drone attacks that target civilian infrastructure such as nuclear power plants &#8220;terrorism&#8221; and has vowed a response.

Ukraine Attacks Moscow In Its Largest Drone Offensive Since War Began

RTX Corp.&#39;s (NYSE: <a class="ticker" href="https://www.benzinga.com/stock/rtx#NYSE">RTX</a>) business segment, Pratt &amp; Whitney, recently clinched a modification contract for the F-35 fighter jet&#39;s propulsion system. The award has been offered by the Naval Air Systems Command, Patuxent River, MD.

Valued at $111.9 million, the contract is projected to be completed by December 2026. Per the terms of the deal, RTX will offer continued technical engineering, flight test support, special tooling, test equipment repair, as well as flight test spare and repair parts for the F-35 Lightning II Propulsion System Block Four Flight Test Program.
The contract will serve the U.S. Navy, Marine Corps, Air Force and F-35 Cooperative Program Partners. Work related to this deal will be carried out in East Hartford, CT; Edwards Air Force Base, CA; and Patuxent River, MD.
