Shares of financial companies are trading higher, supported by broad market strength, after better-than-expected nonfarm payrolls data eased concerns about an imminent economic slowdown.

Veteran investor, Arthur Richards Rule IV, better known as Rick Rule, is the latest expert to sound the alarm on the long-term stability of the U.S. Dollar, warning that decades of unchecked federal spending and unfunded liabilities could erode the greenback&#8217;s purchasing power over the next decade.
What Happened: Speaking with Kitco News over the weekend, Rule says that the U.S. Government&#8217;s $30 trillion on-balance-sheet debt is only the beginning. 
He highlights the $100 trillion in unfunded promises, such as Medicare, Social Security, and federal pensions, which takes the total liability burden far higher, and closer to the nation&#8217;s total household net worth at $141 trillion. This only leaves a $11 trillion buffer against household wealth, which he believes is closing quickly.

Both categories of liabilities are growing by around $2 trillion per year, Rule says. At that pace, the remaining margin will disappear within five years, raising questions about long-term solvency.
Rule believes that the country, at its current fiscal state, can no longer service its obligations such as social security, Medicare, and pensions, while adding that "the only viable path is to allow the dollar to decline." &#8220;I believe because of this $100 trillion in unfunded entitlement liabilities that the U.S. dollar will lose 75% of its purchasing power over 10 years,&#8221; he says, pointing to the 1970s as precedent, when U.S. inflation wiped out 75% of the dollar's purchasing power in a single decade. The period also saw gold prices rise nearly 30-fold.
Speaking on gold, Rule made a very bullish case for the yellow metal, saying that he doesn&#8217;t own gold because he thinks it can get to $3,500 an ounce, he says, &#8220;I own gold because I'm afraid it's going to $12,000,&#8221; because &#8220;arithmetically, it makes absolute sense.&#8221;
Rule says that &#8220;the system isn't solvent. It's just liquid, for now,&#8221; warning investors relying on traditional portfolios and government bonds will find themselves eroded by this silent inflation. 
&#8220;As purchasing power quietly deteriorates, people will either adapt or pay the price,&#8221; he concludes. &#8220;You can't paper over arithmetic forever.&#8221;
Why It Matters: Other leading market experts have echoed similar concerns regarding U.S. assets, while reaffirming their conviction in gold.
Investor Chamath Palihapitiya recently <a href="https://www.benzinga.com/markets/cryptocurrency/25/05/45686648/chamath-palihapitiya-says-this-old-fashioned-asset-is-among-safe-trades-if-the-possibility-of-quantum-computing-cracking-bitcoin-is-even-remotely-true">called gold</a> the &#8220;only safe trade&#8221; on news of quantum computers capable of cracking Bitcoin&#8217;s encryption.
Leading hedge funds and financial institutions such as Bridgewater Associates, BlackRock Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BLK#NYSE">BLK</a>), and the Goldman Sachs Group Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GS#NYSE">GS</a>) have all made a beeline to <a href="https://www.benzinga.com/etfs/specialty-etfs/25/05/45457712/move-over-miners-hedge-funds-are-the-new-gold-diggers-ray-dalio-blackrock-goldman-sachs-others-stake-claims-in-gld">increase their exposure</a> to gold, citing similar concerns of hyper-borrowing by the U.S.
Price Action: The spot price of Gold stands at $3,362.37, up 2.21% on Monday. The SPDR Gold Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GLD#NYSE">GLD</a>), which tracks the price of gold, is up 26.99% year-to-date.

As Donald Trump&#8216;s administration nears completion of a proposal to ease big bank rules, Wall Street&#8217;s megabanks are largely expected to cheer the lower supplementary leverage ratio (SLR), allowing them to hold fewer capital reserves against their assets.
What Happened: Analysts largely agree that the Trump administration's push to ease big bank rules, particularly the SLR, is a boon for banks and could stimulate broader economic growth.
Gennadiy Goldberg, the head of U.S. rates strategy at TD Securities, <a href="https://www.politico.com/news/2025/05/31/trump-administration-prepares-to-ease-big-bank-rules-00377347">told </a>Politico that easing capital rules for the banks will free the capital to buy more U.S. Treasuries
However, Phillip Basil, Better Markets&#8217; director of economic growth and financial stability, told Politico that lowering big banks&#8217; capital requirements heightens financial stability risks, accusing the banking industry of exploiting recent Treasury market turmoil as a pretext to push for long-sought regulatory relief.
Meanwhile, Kepp Loeffler, the administrator of the U.S. Small Business Administration, said that Small businesses &#8220;can win with a level playing field – ESPECIALLY combined with tax cuts and deregulation.&#8221;

Trump Administration Set To Ease Big Bank Rules In Major Rollback Since 2008 Crisis: Here Are The Stocks And ETFs Investors Could Consider

Goldman Sachs Group (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GS#NYSE">GS</a>) President John Waldron warned Thursday that bond traders now view Washington's swelling debt load as a greater threat than Donald Trump's trade fights, labeling the fiscal outlook "somewhat concerning."
What Happened: Speaking at Sanford C. Bernstein's strategic-decisions conference, Waldron said "the big risk on the macro right now is actually not so much tariffs" but the torrent of new borrowing that is pushing up long-term rates. Rising supply already hoisted the 30-year yield to <a href="https://www.benzinga.com/economics/macro-economic-events/25/05/45564489/trumps-big-tax-bill-clears-the-house-30-year-yields-jump-to-515-as-bond-market-freaks">5.15% last week</a>, a level last touched in 2007, after the Congressional Budget Office projected federal debt could reach 117% of GDP within a decade.
Waldron, widely regarded as the front-runner to succeed CEO David Solomon, said a steeper yield curve threatens to lift financing costs "across the economy," from mortgages to corporate loans, <a href="https://www.bloomberg.com/news/articles/2025-05-29/goldman-s-waldron-says-bond-traders-fear-debt-more-than-tariffs">reported</a> Bloomberg. He added that Capitol Hill's push for fresh tax cuts would only deepen the deficit, feeding what he called a more disciplined bond market that is demanding fiscal restraint.
Even so, Waldron praised the "tremendous resilience" of U.S. consumers, noting Goldman priced eight IPOs last week despite second-quarter investment-banking revenue lagging the first quarter amid tariff-driven market swings.

His caution was echoed by Goldman vice chair and former Dallas Fed chief Rob Kaplan, who told Bloomberg TV that clients care more about the 10-year Treasury yield than the Fed's policy rate.

That divergence complicates a <a href="https://www.benzinga.com/markets/25/05/45607859/us-long-bond-slump-threatens-revival-of-60-40-investment-strategy">tentative comeback</a> for the classic 60/40 portfolio, which has lately beaten the S&amp;P 500 with less volatility thanks to the return of the old stock-bond inverse correlation. The rally now wobbles because the 30-year Treasury's surge past 5% makes investors wary of long-duration debt at a time when ballooning deficits threaten still-higher rates.

While Treasury yields rise again in 2025, one theme is becoming impossible to escape: the increasing underperformance of the SPDR S&amp;P Regional Banking ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/KRE#NYSE">KRE</a>) against the Financial Select Sector SPDR Fund (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/XLF#NYSE">XLF</a>). So far into the year, KRE fund has declined more than 3% while XLF is up more than 5%.
The divergence between the two ETFs is getting larger, and it isn&#8217;t a rotational quirk. Rather, it&#8217;s a flashlight signaling the market&#8217;s new fear of regional bank exposure to interest-rate risk and bond portfolio depreciation.

<h3 class="wp-block-heading">Meanwhile, XLF Is Rolling</h3>
On the opposite side of the banking ETF fence, XLF has gained from its makeup. Such stalwarts as JPMorgan, Goldman Sachs (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GS#NYSE">GS</a>), and Wells Fargo (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/WFC#NYSE">WFC</a>) did not just shelter from the worst of the 2023 chaos, they benefited from it. For instance Wells Fargo is up more than 100% from the lowest point hit in March 2023 after the SVB collapse. As deposits exited regional banks, they sought safer haven in these institutions.
XLF is now the &#8220;flight-to-safety&#8221; trade in the financials space, a safer-ish wager on institutions with diversified revenue bases, improved risk management, and better regulatory oversight.
<h3 class="wp-block-heading">The ETF Takeaway</h3>
This isn&#8217;t just sector rotation. The KRE-XLF divergence is a living snapshot of the way ETF investors are factoring in systemic risk. It&#8217;s also a cautionary note: when yields increase rapidly, even solid-looking portfolios can plunge.
For tactical ETF traders, the spread may be a trade opportunity, through long/short or volatility trades. For long-term investors, it&#8217;s a barometer for sector risk.

KRE Falls Behind XLF, Sparks SVB Collapse Flashbacks: Are ETFs Sensing Bank Trouble?

Long-term U.S. bond yields spiked last week to levels not seen since late 2023, after President Donald Trump's "One Big, Beautiful Tax Bill" was passed in the Republican-controlled House. The yield on 30-year Treasuries <a href="https://www.benzinga.com/markets/25/05/45600354/trumps-big-tax-bill-clears-the-house-30-year-yields-jump-to-5-15-as-bond-market-freaks">broke above the key 5% level</a>, climbing as high as 5.15% on May 22, on investor concerns about ballooning deficits and the long-term risks of the country's mounting indebtedness.
To be sure, yields have retreated somewhat since then thanks to easing trade tensions after the president paused a move to slap 50% tariffs on Europe. A global yield decline in response to Japan's move to cut long-term debt issuance also helped.
Yet, according to&nbsp;Lawrence McDonald, founder of the Bear Traps Report, it's too soon to take comfort.
On Monday, McDonald fired off a blunt warning on X, about the potential catastrophic consequences of an extended surge in bond yields on the financial sector.
<h3 class="wp-block-heading">&#8216;Smoking In The Dynamite Shed&#8217;</h3>
"Washington – They are smoking in the dynamite shed," he wrote, urging investors to prepare for a world with 5% or even 5.5% yields on 10-year Treasuries. Ten-year yields peaked at 4.63% on May 22, and last topped 5% in October 2023.
&#8220;There is a price for higher for longer – it&#8217;s NOT free. Interest rates up, bond prices down,&#8221; McDonald said in an accompanying post on X, pointing to billions of dollars in bond losses faced by Japanese insurance firms.
McDonald also highlighted a policy shift floated by Treasury Secretary Scott Bessent: the possible reduction of the Supplementary Leverage Ratio, a key regulatory capital rule for large banks.
"Bessent&#8217;s move toward lowering the SLR&#8230; reeks of financial repression," McDonald said. Loosening the SLR would allow banks to load up on more Treasuries with less capital, possibly papering over demand issues but at the cost of financial stability.
<h3 class="wp-block-heading">Regional Banks Are More Interest-Rate Sensitive</h3>
The surge in yields has created winners and losers within the banking sector—and the divide is stark. In a follow-up comment, McDonald highlighted a striking divergence between large-cap financials and regional lenders.
"Who is wearing the interest rate risk? Who doesn't have the hedges on? It's pretty clear."
The interest-rate risks are once again squarely on the shoulders of banks—especially smaller ones.
The Financial Select Sector SPDR Fund (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/XLF#NYSE">XLF</a>)—dominated by financial behemoths like&nbsp;JPMorgan Chase&nbsp;&amp; Co.&nbsp;(NYSE:<a class="ticker" href="https://www.benzinga.com/stock/JPM#NYSE">JPM</a>),&nbsp;Goldman Sachs Group Inc.&nbsp;(NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GS#NYSE">GS</a>), and&nbsp;Bank of America&nbsp;Corp.&nbsp;(NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BAC#NYSE">BAC</a>)—has been up 30% since January 2022.

Circle, the company behind the USDC (CRYPTO: <a class="ticker" href="https://www.benzinga.com/quote/">USDC</a>) stablecoin, is planning to raise up to $600 million through its upcoming initial public offering (IPO), according to an update submitted to the<a href="https://www.benzinga.com/markets/cryptocurrency/25/05/45533962/crypto-company-unicoin-executives-face-sec-fraud-charges-over-deceptive-claims"> U.S. Securities and Exchange Commission</a>.
This <a href="https://www.circle.com/pressroom/circle-launches-initial-public-offering">move</a> positions Circle to go public on the New York Stock Exchange under the ticker symbol "CRCL."
As outlined in its amended S-1 filing, Circle intends to offer 24 million shares of its Class A common stock, of which 9.6 million will be issued directly by the company, while the remaining 14.4 million will come from current shareholders.

Lead underwriters on the deal include major financial firms JPMorgan (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/JPM#NYSE">JPM</a>), Goldman Sachs (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GS#NYSE">GS</a>) and Citigroup.
If the IPO proceeds as projected, Circle itself would net roughly $240 million from the offering, while selling shareholders could receive around $360 million.

Asset manager ARK Invest has expressed non-binding interest in purchasing up to $150 million worth of the IPO shares, though the final allocation remains uncertain and subject to change.
The IPO filing comes shortly after Circle publicly denied rumors of acquisition talks with Coinbase (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/COIN#NASDAQ">COIN</a>) and Ripple (CRYPTO: <a class="ticker" href="https://www.benzinga.com/quote/xrp/usd">XRP</a>), reinforcing that the company is not for sale and remains committed to its strategic roadmap. 
CEO Jeremy Allaire has said that the IPO marks another step toward enhanced transparency and public accountability for the company.
This isn't Circle's first attempt at going public.
A prior SPAC merger plan, which would have valued the firm at $9 billion, was scrapped during the market downturn in 2022.
Today, Circle's USDC remains the second-largest stablecoin in circulation, with a market capitalization of $62.1 billion, trailing behind Tether's USDT (CRYPTO: <a class="ticker" href="https://www.benzinga.com/quote/">USDT</a>), which leads the sector with $238.3 billion in supply.
