Political tensions are high due to France's soaring deficit. The country faces $42 billion in spending cuts and $21 billion in tax hikes, deepening divisions within the fractured National Assembly.

Macron Taps Bayrou To Navigate France's Fractured Politics: ETFs To Watch

It was not long ago that the PowerShares DB US Dollar Index Bullish Fund (NYSE: <a class="ticker" href="/stock/uup#NYSE">UUP</a>) was the king of currency exchange-traded funds. This year, thanks in large part to the Federal Reserve&#39;s refusal to raise interest rates, the dollar and UUP have almost been reduced to court jester status.
<h3>What's Up With UUP?</h3>
UUP, the ETF proxy on the U.S. Dollar Index, is lower by 1.6 percent year-to-date and is easily being topped by its yen and euro as global investors have been largely disappointed by monetary stimulus efforts from the Bank of Japan and the European Central Bank.
The $807.1 million UUP, one of the largest currency ETFs trading in the United States, tracks the dollar against the euro, Japanese yen, British pound, Canadian dollar, Swedish krona and Swiss franc.

Renewed speculation that the Fed is on course for more interest rate hikes this year comes at an ideal time for dollar bulls. Year-to-date, two of the top 10 asset-gathering ETFs are <a href="http://www.benzinga.com/trading-ideas/long-ideas/16/01/6176992/investors-load-up-on-bond-etfs-as-markets-remain-volatile">U.S. government bond funds</a> and at least two of the other top asset gainers are funds that benefit as Treasury yields decline, which is to say the dollar&#39;s decline this year has lifted other asset classes.
UUP &ldquo;has actually lost assets via redemption, with about $300 million leaving the fund. But given the recent move through July highs, it would not at all be surprising to see increased interest in this fund in terms of new buyers and/or those eager to hedge the dollar move against other global currencies,&rdquo; said Street One Financial Vice President Paul Weisbruch <a href="http://streetonefinancial.com/">in a recent note</a>.
<h3>A Different Approach</h3>
Another idea for dollar bulls is applying leverage in a bearish euro trade with the ProShares UltraShort Euro (Proshares Trust II (NYSE: <a class="ticker" href="/stock/euo#NYSE">EUO</a>)), which delivers double the daily inverse returns of the common currency against the dollar.
&ldquo;EUO has seen mild outflows year-to-date as well, with about $115 million vacating the fund via redemption flows. In spite of year-to-date outflows knocking UUP back below the $1 billion mark in terms of assets under management, it still stands tall as the largest <a href="http://etfdailynews.com/etfs/currency-etfs/">Currency ETF</a> in the U.S. listed marketplace,&rdquo; added Weisbruch.

The Brexit blowback is far from over. On Tuesday, the International Monetary Fund trimmed its global growth forecasts for the next couple of years, citing uncertainty regarding the U.K.&rsquo;s departure from the European Union and its impact on the global economy.

	The new estimate implies 3.1 percent growth rate for 2016 and a 3.4 percent rate for 2017, down from a previous forecast of 3.2 percent and 3.5 percent, respectively.

	&quot;The Brexit vote implies a substantial increase in economic, political, and institutional uncertainty, which is projected to have negative macroeconomic consequences, especially in advanced European economies,&quot; the IMF&#39;s <a href="http://www.imf.org/external/pubs/ft/weo/2016/update/02/">World Economic Outlook Update said</a>.

	As one could expect, the British economy will be hit the hardest. The IMF now models 1.7 percent growth for this year, and 1.3 percent for next year, down from April&rsquo;s forecast of 1.9 percent and 2.2 percent, correspondingly.

	For the Euro area, the IMF boosted its forecast by 0.1 point this year, to 1.6 percent, but cut its 2017 estimate by 0.2 point, to 1.4 percent.

	&quot;Had it not been for Brexit, the IMF was prepared to leave its outlook for this year broadly unchanged as better-than-expected euro area performance offset disappointing U.S. first-quarter growth. The IMF also had been prepared to raise its outlook for 2017 slightly, by 0.1 percentage point, on the back of improved performance in a few big emerging markets, in particular Brazil and Russia,&quot; <a href="http://www.imf.org/en/News/Articles/2016/07/18/18/11/NA07192016%20IMF%20Cuts%20Global%20Growth%20Forecasts%20on%20Brexit%20Warns%20of%20Risks%20to%20Outlook">the IMF said</a>.

IMF Cuts Global Growth Forecast Citing Brexit Blowback

On <a href="http://video.cnbc.com/gallery/?video=3000462264">CNBC's Fast Money</a>, Jon Najarian spoke about unusually high options activity in Proshares Trust II (NYSE: <a class="ticker" href="/stock/euo#NYSE">EUO</a>). The ETF seeks daily investment results that correspond to two times the inverse of the daily performance of euro - U.S. dollar currency pair.
Najarian explained that traders who think that Mario Draghi is going to make a move on interest rates and deposit rates on Thursday should consider buying call options in the ETF. He added that 44,000 contracts of the February 28 call options were traded on Wednesday, when the stock was at $27.14. Najarian thinks that Proshares Trust II is going a lot higher and he decided to follow the trade.

On <a href="http://video.cnbc.com/gallery/?video=3000446338">CNBC&#39;s Fast Money Final Trade</a>, Tim Seymour said that he is a buyer of Ralph Lauren Corp (NYSE: <a class="ticker" href="/stock/rl#NYSE">RL</a>). He likes it because the company reported a good quarter with increased margins and he believes that the stock has been oversold because of the global economy. Seymour added that it is not necessary to buy it immediately, but he thinks that the stock is recovering.

	David Seaburg wants to buy Chipotle Mexican Grill, Inc. (NYSE: <a class="ticker" href="/stock/cmg#NYSE">CMG</a>). He is not concerned by the E. coli outbreak and believes that the company is going to fix the problem.

	Brian Kelly sees a long dollar trade as a trade with high probability of success. He would buy Proshares Trust II(NYSE: <a class="ticker" href="/stock/euo#NYSE">EUO</a>) to make a bullish bet.

	Steve Grasso is a buyer of Electronic Arts Inc. (NASDAQ: <a class="ticker" href="/stock/ea#NASDAQ">EA</a>). The company is releasing &quot;Star Wars: Battlefront.&quot;

<a href="http://video.cnbc.com/gallery/?video=3000382911">On CNBC&#39;s Fast Money Final Trade</a>, Tim Seymour suggested that traders should stay short the euro. He would do that with a long position in Proshares Trust II (NYSE: <a class="ticker" href="/stock/euo#NYSE">EUO</a>).

	Pete Najarian likes Bristol-Myers Squibb Co (NYSE: <a class="ticker" href="/stock/bmy#NYSE">BMY</a>). He noticed some interesting activity on Tuesday and he thinks that the stock is going to bounce back and test its 52-week highs.

Eurostat, the statistical office of the European Union, reported on Wednesday that unemployment in the eurozone held at a record high level of 12.1%.

	Levels of joblessness varied widely among the 18 euro-zone member states, with the lowest unemployment rates observed in Austria (4.8%) and Germany (5.2%). The highest rates were measured in Greece (27.4% in September 2013) and Spain (26.7%).

	Youth Unemployment

	Youth unemployment also remained persistently high in the eurozone. In November 2013, the youth unemployment rate (under 25) was 24.2%, rising by 2,000 to 3.575 million. The lowest eurozone youth unemployment rates were seen in Germany (7.5%) and Austria (8.6%) and the highest were in Greece (54.8% in September 2013) and Spain (57.7%).

	Retail Sales Rebound

	Eurostat reported on Wednesday that November eurozone retail sales posted their strongest monthly increase since 2009, rising by 1.4% from October. The figure beat analyst expectations of 0.2% by a wide margin, fueling confidence in the region’s economic recovery.

	Weak Inflation

	Eurostat reported on Tuesday that eurozone inflation came in lower than expected in December. The weaker than expected level of inflation highlights deflationary risk in the eurozone and could influence ECB policy at their upcoming meeting this Thursday.

	The Consumer Price Index (CPI) rose by 0.8 percent year-on-year in December, missing analyst expectations of 0.9 percent. The ECB's inflation target is 2 percent.

	EUR/USD

	The euro traded at its lowest levels in over a month against the U.S. Dollar on Wednesday. The greenback was bolstered on Tuesday by news that the U.S. trade deficit shrank by 12.9 percent in November. Investors will be watching the U.S. Employment Report closely this Friday for signs of a sustained recovery. Analysts expect the U.S. employment rate to remain at seven percent and that Nonfarm Payrolls will fall to 196K from the prior month's reading of 203K.

	EUR/USD Daily Chart

	Looking at the EUR/USD daily chart we can see that price is still well above the 200 day simple moving average at 1.3318. Momentum oscillator RSI has yet to enter oversold territory, defined as readings under 30.
