Social Security beneficiaries who previously received excess payments could see their monthly checks cut in half as early as next week, after the agency's new recovery rules take effect on Thursday.
What Happened: In April, the Social Security Administration (SSA) began mailing overpayment letters that <a href="https://www.benzinga.com/personal-finance/25/05/45335763/you-could-still-lose-half-your-benefits-social-security-reduces-overpayment-withholding-rate-exp">give recipients 90 days</a> to seek a waiver or negotiate a lower repayment rate. When the grace period lapses, the agency will automatically withhold 50% of each check until the debt is cleared.
The timetable means some retirees whose birthdays fall between the 21st and 31st of the month will feel the cut on their July 23 payment. The next round of checks, scheduled for August 1, will reflect the new claw‑back for others.
Overpayments occur when the SSA miscalculates benefits or recipients fail to report income changes, according to the SSA. Improper payouts represented less than 1% of the $8.6 trillion issued from fiscal 2015‑2022, yet the agency is still trying to recover about $23 billion, according to its inspector‑general.

While some checks shrink, others are rising. Under the Social Security Fairness Act, the agency finished sending more than <a href="https://www.benzinga.com/personal-finance/25/05/45297093/social-security-highlights-first-100-days-of-trump-administration-key-reforms-and-billions-in-retroactive-payments">3.1 million retroactive adjustments</a>, worth roughly $17 billion, to public‑sector workers such as teachers, firefighters and postal employees by July 7. The average back‑payment was $6,710, and the agency has processed 92 % of 278,000 new claims filed since the law took effect on January 5.
Why It Matters: Beneficiaries who receive an overpayment notice can repay online, by check or credit card, or ask the agency to waive or reduce the liability if recovery would be unfair or create hardship. Failure to act within the 90‑day window triggers the 50% garnishment.
Overpayment notices can be disputed too, although the process isn&#8217;t as straightforward. Beneficiaries can <a href="https://www.benzinga.com/personal-finance/25/03/44292349/if-i-were-a-beneficiary-id-be-setting-aside-some-money-right-now-former-ssa-commissioner-warns-t">request a reconsideration</a>, a waiver, or a lower withholding rate. However, responses can vary depending on the SSA employee handling the case.

Supporting his view, BofA Securities analyst Sara Senatore, on July 18, maintained Starbucks with a Buy and raised the price target from $101 to $110.
&#8220;I've always felt that GVA was a takeover target,&#8221; Cramer said when asked about Granite Construction Incorporated (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GVA#NYSE">GVA</a>). &#8220;I think that the infrastructure play is still on, and therefore Granite is still on.&#8221;
As per the recent news, Granite announced that its joint venture with Obayashi Corporation, on July 17, was awarded a $158 million Guam Defense System Project.
Cramer recommended not buying Enovix Corporation (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/ENVX#NASDAQ">ENVX</a>), adding that the stock is up way too much. &#8220;We have a glut of oil. I'm worried about that,&#8221; he noted.
Enovix will release financial results for the second quarter on Thursday, July 31, following the close of the market.
When asked about Solid Power, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/SLDP#NASDAQ">SLDP</a>), he said, &#8220;Take a little off the table because that thing has just been a horse.&#8221;
On the earnings front, Solid Power, on May 6, reported a first-quarter loss of 8 cents per share, which beat the analyst consensus estimate of a loss of 12 cents per share. The company reported quarterly sales of $6.02 million, which missed the analyst consensus estimate of $7.90 million.
&#8220;I am on the camp which says you can buy it because of the dividend, but not because the earnings. That's a tough one,&#8221; Cramer said when asked about General Mills, Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GIS#NYSE">GIS</a>).
General Mills, on June 25, reported mixed fourth-quarter financial results and issued weak FY26 adjusted guidance.

Jim Cramer: This Coffee Chain Is 'The Way To Go' But General Mills? 'That's A Tough One'

Norfolk Southern shares are trading higher on possible continued strength after TD Cowen upgraded the stock from Hold to Buy and raised its price target from $263 to $323. Additionally, Bernstein raised its price target from $295 to $305.

Gold surged to its highest point in over a month during the early Asian session, as the U.S. dollar weakened and Treasury yields dipped. <a target="_blank" href="https://www.benzinga.com/topic/gold" rel="noreferrer noopener">Spot gold</a> climbed to $3,402.86 per ounce, as the market braces for the incoming tariff deadline.
"With the August 1st deadline looming, it brings a level of uncertainty to the market, and that certainly is supportive," David Meger, director of metals trading at High Ridge Futures, <a target="_blank" href="https://www.reuters.com/world/china/gold-hits-five-week-high-dollar-yields-ease-spotlight-trade-2025-07-21/" rel="noreferrer noopener">said</a> per Reuters' report.
Meanwhile, expectations for interest rate cut remain elevated. On Friday, Federal Reserve Governor Christopher Waller <a target="_blank" href="https://www.benzinga.com/markets/macro-economic-events/25/07/46491573/waller-fed-chair-trump-rate-cut-july" rel="noreferrer noopener">called for a rate cut</a> as early as this month, reinforcing markets' dovish bias.
Traders are currently pricing in a 63% chance of a cut in September. Political pressure for looser monetary policy, combined with heightened geopolitical risk, continues to put downward pressure on the dollar, thereby strengthening the case for gold.
While financial institutions differ in their views, the overall sentiment for the yellow metal is bullish. CIBC Capital Markets analyst Anita Soni <a target="_blank" href="https://www.scrapmonster.com/news/cibc-gold-prices-new-heights-slump/1/96648" rel="noreferrer noopener">predicts</a> that gold will average $3,600 in the second half of 2025, driven by "a banquet of uncertainty."
JP Morgan Research expects gold to reach $3,675 by Q4 2025 and approach $4,000 by mid-2026. "We remain deeply convinced of a continued structural bull case for gold," <a target="_blank" href="https://www.jpmorgan.com/insights/global-research/commodities/gold-prices" rel="noreferrer noopener">said</a> Natasha Kaneva, the bank's head of Global Commodities Strategy. JP Morgan also sees persistent demand from central banks.
"Add in economic, trade, and U.S. policy uncertainty and shifting, more unpredictable geopolitical alliances, and we think further diversification into gold will amount to around 900 tons of central bank buying in 2025," said Gregory Shearer, head of Base and Precious Metals Strategy.
With Russian exports redirected to China and official reserves increasing globally, central banks are expected to purchase around 900 tons this year, a significant rise from pre-pandemic levels.
Bernstein Research, meanwhile, challenges conventional forecasting. "Gold doesn't behave like copper or oil. It behaves like money," the firm <a target="_blank" href="https://medium.com/@charismaenigma/why-wall-street-might-be-dead-wrong-about-gold-a-bullish-case-for-3-700-by-2026-bb0c1d79e156" rel="noreferrer noopener">stated</a>, arguing that Wall Street underestimates gold's potential by relying on outdated models. Their updated framework — focusing on monetary policy and rate expectations — puts gold at $3,700/oz by 2026

Global energy technology company SLB (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SLB#NYSE">SLB</a>) has been awarded a technologies and services contract for carbon storage site development in the North Sea by the <a href="https://cts.businesswire.com/ct/CT?id=smartlink&amp;url=https%3A%2F%2Fnorthernendurancepartnership.co.uk%2F&amp;esheet=54294174&amp;newsitemid=20250722245875&amp;lan=en-US&amp;anchor=Northern+Endurance+Partnership+%28NEP%29&amp;index=1&amp;md5=53cd612ff3874438c43470cf453abc75">Northern Endurance Partnership (NEP)</a>, an incorporated joint venture between bp, Equinor and TotalEnergies.
NEP is developing onshore and offshore infrastructure needed to transport CO2 from carbon capture projects across Teesside and the Humber — collectively known as the East Coast Cluster — to secure storage under the North Sea.
SLB will deploy its Sequestri&#x2122; carbon storage solutions portfolio — which includes technologies specifically engineered and qualified for the development of carbon storage sites — to construct six carbon storage wells. The project scope includes drilling, measurement, cementing, fluids, completions, wireline and pumping services.

The infrastructure will transport and permanently store up to an initial 4 million metric tons of CO2 per year with start-up expected in 2028.
