The European Union's Markets in Crypto-Assets (MiCA) regulation is set for full implementation by December 2024, placing pressure on crypto exchanges and asset providers to meet stringent new standards. 
Ahead of her appearance at the upcoming <a href="https://benzinga.swoogo.com/digital-assets/6342807">Benzinga Future of Digital Assets event</a>, Sandra Ro, CEO of Global Blockchain Business Council (GBBC), discussed the challenges facing European market players as they prepare for MiCA's requirements.
Reflecting on earlier compliance deadlines, Ro noted confusion led many exchanges to delist certain assets: "As we saw in the June 30 MiCA deadline for fiat-backed stablecoin compliance, there was confusion in the market, and most crypto exchanges decided to delist certain ‘non-compliant' stablecoins."
<h1 class="wp-block-heading">Travel Rule Compliance and Industry Uncertainty</h1>
With MiCA's travel rule set to take effect in December 2024, Ro pointed to ongoing concerns about how it will apply to crypto asset service providers (CASPs) across Europe. The rule will require CASPs to track information on crypto transactions for transparency.

Ro cited Elsa Madrolle of VerifyVASP, who recently posted on LinkedIn that the European Banking Authority (EBA) proposed a "tolerance period of six months during which full travel rule functionality mishaps will be tolerated." However, according to Ro, the terms of this transition remain unclear, as some providers might be permitted to implement the rule gradually, while others may not receive the same leeway.
Madrolle's post further reveals a lack of consensus among regulators, particularly concerning whether CASPs will be allowed "grandfather" status or need immediate compliance by the end-of-year deadline. As Ro explained, interpretations of MiCA's provisions could vary widely, leaving questions about the enforcement scope.
<h1 class="wp-block-heading">Compliance and Potential Enforcement Challenges</h1>
Ro stressed that meeting MiCA's compliance standards will not be straightforward for many operators. "The practicality of implementation is often less straightforward than practitioners would like as specific details or concepts like being ‘grandfathered or not' are up for interpretation," she said. 
These challenges raise questions about how enforcement might unfold, especially if crypto exchanges and CASPs are labeled "non-compliant" for failing to meet MiCA's demands on time. As Europe's digital asset market adjusts to these incoming regulations, Ro's remarks suggest that the MiCA framework could reshape the landscape for well-established and newer entrants in the industry.

Xbox Game Pass Brings Big Titles In Late November, Including Stalker, Microsoft Flight Simulator 2024

Cardiol Therapeutics Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/CRDL#NASDAQ">CRDL</a>), a clinical-stage life sciences company, reported results from its Phase II open-label MAvERIC-Pilot study of CardiolRx, a cannabidiol-based therapy for treating symptomatic recurrent pericarditis. Cannabidiol (CBD) is a non-psychoactive compound found in the cannabis plant.
The study, presented at the American Heart Association Scientific Sessions 2024, showed sustained reductions in pericarditis pain and inflammation over 26 weeks.
&#8220;The data reported today show that patients enrolled in MAvERIC-Pilot, despite the severity of their disease, experienced clinically relevant and rapid reductions in both their pericarditis pain and C-reactive protein levels that were maintained throughout the study," stated Dr. S. Allen Luis, co-director of the Pericardial Diseases Clinic and associate professor of Medicine in the Department of Cardiovascular Medicine at the Mayo Clinic. "In addition, results demonstrated a substantial reduction in pericarditis episodes per year as compared to the patients&#8217; historical event rate prior to the study. Importantly, treatment was shown to be safe and well tolerated in a population who presented with significant disease burden. I look forward to further investigation in the upcoming Phase II/III and Phase III clinical trials.&#8221;

The trial enrolled 27 participants (67% female, average age 53) at eight U.S. clinical sites. Patients, with a baseline history of 5.8 episodes per year and significant disease burden, received CardiolRx in addition to existing therapies before transitioning to monotherapy during the study's extension period.

&#8220;The compelling results from MAvERIC-Pilot showed that CardiolRx resulted in marked and rapid reductions in pericarditis pain and inflammation in patients with a high degree of disease burden as well as a striking decrease in pericarditis episodes per year," stated David Elsley, president and CEO of Cardiol Therapeutics. "The notable impact of CardiolRx on these important clinical endpoints demonstrates its potential to offer a more accessible and non-immunosuppressive therapeutic option for tens of thousands of pericarditis patients.&#8221;
Elsley added that these results support advancing the MAVERIC program, which includes the upcoming Phase II/III MAVERIC-1 and Phase III MAVERIC-3 trials.
Cardiol focuses on developing anti-inflammatory and anti-fibrotic therapies for heart diseases. Its lead drug, CardiolRx, leverages cannabidiol's ability to inhibit inflammasome pathways, with applications in pericarditis, myocarditis, and heart failure. The company holds Investigational New Drug Application authorization from the United States Food and Drug Administration to conduct clinical studies to evaluate the efficacy and safety of CardiolRx in two diseases affecting the heart: recurrent pericarditis and acute myocarditis.

BofA Securities analyst Andrew Obin reiterated the Buy rating on Vertiv Holdings (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/VRT#NYSE">VRT</a>), <a target="_blank" href="https://www.benzinga.com/quote/VRT/analyst-ratings" rel="noreferrer noopener">with a price forecast of $150.</a>
Obin writes that, management has revised its organic revenue growth forecast to a 12%-14% CAGR from 2024 to 2029, up from a previous range of 8%-11%.
This compares to BofA and consensus estimates of a 14% CAGR from 2024-2027.
The analyst attributes the revision to potential industry-wide constraints, such as electricity availability and skilled labor shortages.
Vertiv&#8217;s capital expenditure is projected to increase, with capex rising to approximately 3.0% of revenue in 2025, up from 2.6% in 2024, indicating a continued acceleration of capacity expansions.

This enhanced margin outlook is despite an increase in R&amp;D and capacity investment, which is now expected to reach $150-200 million per year, up from the previous $75-125 million range, Obin adds.
The analyst raised the 2025 adj. EPS estimate by $0.10 to $3.60 (+33% year over year), driven largely by faster revenue growth.
Obin raised the 2026 adj. EPS estimate by $0.15 to $4.40 (+22% year over year).
The analyst also raised the dividend forecast to reflect the 50% increase to $0.15/share annualized rate in conjunction with the Investor Day.

Vertiv's Earnings Estimates Raised By Analyst Amid Improved Margin Outlook

Investors seem to be throwing in the towel on China very quickly. However, their market has not really fallen back as much as it seems over the past few weeks.
Also, we have to think about what it will mean to President Xi &#8216;s standing on the global stage if he does not come through with a bigger stimulus bazooka blast at some point over the next six months.
One of the narratives on Wall Street that I think is off base is the belief that China &#8216;s economy and markets are headed into the toilet, and that this bearish theme is going to accelerate in the weeks and months ahead. I admit that I&#8217;m not sure what is going to happen over the next few weeks, but I do believe that things will improve through much of 2025, beginning no later than early in the new year.
No, this does not mean that the efforts by Chinese authorities will fix the country&#8217;s long-term structural problems, but I do think their efforts will help improve the situation in China over the intermediate-term.
There is little question that Chinese authorities have not provided the kind of "bazooka blast" of stimulus as quickly as many people thought they would in September, when they first implied that they&#8217;d do whatever it takes to stimulate their economy. However, this does not mean that they won&#8217;t shoot that bazooka in the future. The Chinese, led by President X, have put a lot of political capital on the line with their announcements in September, so if they don&#8217;t follow-through, it&#8217;s going to make them look very weak on the global stage (especially with President Trump about to become President once again).
I am not an expert on geopolitical issues, but I don&#8217;t see President XI allowing the promises he and his government made back in September to be left flapping in the breeze in 2025.
I also want to put things into perspective when it comes to their stock market. After the massive 30% rally that came in just six days, the CSI 300 index is down "only" 6% from its closing high in early October.
Yes, it&#8217;s down more than 10% from its intraday high on October 8th, but the parabolic move that came at the end of that rally lasted for only a few minutes that day, before closing 5% below its intraday highs. In other words, on a closing basis, the CSI 300 has not fallen in a dramatic way and it still stands 25% above its September lows!
As we move forward, I&#8217;ll be watching the late-October lows of 3,800 for the CSI 300. If it can break above its October closing high of 4,256 and thus follow up that "higher-low" with a "higher-high," it&#8217;s going to be very bullish for China&#8217;s stock market on a technical basis. If (I repeat, IF) it is able to break above its 2024 highs at any point in the coming months, it will be extremely bullish for Chinese stocks!

One thing that does concern me, however, is the action in South Korea &#8216;s KOSPI index. As I mentioned last week, the KOSPI index has been hit hard since the US election after already experiencing a rough four months. It is now down over 16%, and it has broken below its summer lows. It is now very close to testing its trend-line going all the way back to the October 2022 lows. So, a break below that level would be quite bearish on a technical basis.
That said, the KOSPI is getting oversold, so it could bounce soon. However, if it breaks below that line in any meaningful way, either now, or after a short-term bounce, it will not be good at all. Since South Korea is such a big exporter, especially to China, a further decline in the KOSPI would not be a good sign at all for China &#8216;s economy.
In other words, I do admit that the problems in China could be too difficult for the authorities to control going forward. Thus, I&#8217;ll be watching the KOSPI index for clues on this front.

How You'll Know That Chinese Stocks Are About To Take Off

Trulieve Cannabis Corp. (OTC:<a class="ticker" href="https://www.benzinga.com/stock/TCNNF#OTC">TCNNF</a>, CSE:<a class="ticker" href="https://www.benzinga.com/stock/TRUL#CSE">TRUL</a>) executives recently purchased 26,000 shares, signaling potential confidence in the company's future. Between November 8 and 13, COO Marie Zhang, CPO Kyle Landrum, and CLO Eric Powers increased their holdings, according to a report by Beacon Securities. 
Zhang made the largest move, acquiring 21,300 shares at an average price of $7.19, adding $153,147 of an estimated total of around $186.000. What does this mean for investors? Is the stock undervalued?
<h3 class="wp-block-heading">Stock Decline</h3>
Trulieve's stock has dropped sharply in recent weeks, trading at around $6.34 after peaking at $14 in mid-October. The decline follows two major setbacks: the failure of Florida's cannabis legalization ballot and heightened political uncertainty tied to Donald Trump's election victory.
These setbacks created an election gapt hat the stock has yet to close.
There&#8217;s a reason why those events had a significant impact on the company. <a href="https://www.benzinga.com/topic/florida-cannabis">Florida</a> is the company's largest market, and the <a href="https://www.benzinga.com/markets/cannabis/24/11/41780079/floridas-cannabis-initiative-defeated-trulieve-ceo-kim-rivers-nfls-ricky-williams-and-others-res">ballot's failure</a> denied an opportunity to double the size of the state's legal cannabis market. A Trump presidency also <a href="https://www.benzinga.com/general/market-summary/24/11/42049450/can-trumps-return-save-the-cannabis-sector-debt-mounts-as-giants-face-post-election-reckoning">raises concerns</a> about the future of federal cannabis reform, further complicating Trulieve's growth outlook.
The ballot's defeat was particularly damaging. If approved, it would have allowed Trulieve to expand its 156 Florida stores into the recreational market, dramatically boosting revenue potential.
Adding to these challenges, Trulieve's third-quarter 2024 earnings showed <a href="https://www.benzinga.com/markets/cannabis/24/11/41743807/trulieves-q3-revenue-up-slightly-year-over-year-net-loss-grows-amid-48m-in-cannabis-legalization">mixed results</a>. The company reported $284 million in revenue, a modest 3% increase from the previous year, with a strong gross margin of 61% and adjusted EBITDA of $96 million (up 24% year-over-year). However, a $60 million net loss, significantly higher than the $25.4 million loss in Q3 2023 highlighted the financial strain of $48 million in non-recurring expenses tied to the Florida ballot campaign.

Jerome Favresse, the Chief Operating Officer of Trading Central, says AI presents an opportunity of &#8220;personalization at scale,&#8221; allowing novice and advanced investors to utilize it to answer questions at scale. He does not expect AI to be predictive but it can be utilized to garner predictive analytics.
Eugene Sorenson, the head of ChartIQ at S&amp;P Global, agreed that AI will make market participants more efficient, but it will not fundamentally change the financial markets. He emphasized that markets express the collective opinion of all of its participants and new market actors will not necessarily change this.
 Jan Szilagyi, the Founder and CEO of Reflexivity, begged to differ.
&#8220;There is this prevailing view that it&#8217;s very easy to subscribe to that AI is in, effect, a very friendly assistant. I think that&#8217;s a temporary phase—eventually, AI will outgrow that phase just like you start as an apprentice and then become a master of something,&#8221; the former asset manager and algorithmic trader said.
Szilagyi says not everyone will be able to profit off AI&#8217;s use. But systems will evolve to perform better trades than human will.

Leslie Kanthan, the CEO of TurinTech AI, emphasized the future capabilities of AI in distilling data and expanding what could qualify as data. While analysts have traditionally viewed data as purely financial, Kanthan posited that the understanding of data could be expanded to legal contracts and documents with the help of AI. He also noted the potential of AI to optimize coding and reduce costs and consumption.

As you can see on the chart, the shares peaked in the middle of July around the $41 level. Now some investors and traders who bought shares then are taking advantage of the move higher. They had been looking at losses since the price moved lower at the end of July.
Now they have a chance to sell their shares at the same price they paid for them. This will allow them to get out of their positions at breakeven.
So, they place sell orders at their buying price. This large concentration of sell orders has created resistance at the same level that had previously been resistance.
Some of these sellers may become concerned that others will be willing to sell at lower prices than they are. They know the traders and investors who wish to buy will go to whoever is willing to sell at the lowest price.
As a result, they reduce the prices they are offering their shares. This could result in a snowball effect that pushes the stock lower as other concerned sellers see this and do the same thing.
Some traders focus on fundamentals. Some traders focus on technicals. The best traders focus on both.

The analyst says that SEPN&#8217;s advanced platform accelerates the discovery of novel GPCR-targeting therapeutics, addressing a significant unmet need.
Leveraging CryoEM technology, SEPN reconstitutes GPCRs in lipid bilayers, enabling structural analysis of targets previously deemed &#8220;undruggable.&#8221; This unlocks potential in a $125 billion market where over 50% of GPCR targets remain untapped, adds the analyst.
Schimmer writes that SEPN&#8217;s lead asset, SEP-786, targets hypoparathyroidism (hypoPTH), a severe endocrine disorder affecting approximately 70,000 U.S. patients.
That analyst anticipates Phase 1 single-ascending and multiple-ascending dose data by mid-2025, offering potential advancements in chronic therapy for low parathyroid hormone and serum calcium levels.
This will be a key de-risking milestone, as early hypoparathyroidism trials often predict late-stage success, and it will also validate SEPN&#8217;s innovative GPCR-targeting platform, adds the analyst.
Additionally, the analyst assumes a $250 million platform value, reflecting SEPN&#8217;s differentiated GPCR capabilities and the potential of its disclosed and undisclosed pipeline programs.
JP Morgan analyst Eric Joseph initiated coverage at an Overweight rating with a price target of $38.
The analyst writes that Septerna is a differentiated player in biopharma, leveraging its Native Complex Platform to enhance the development of GPCR-targeted drugs with greater control over mechanisms of action, pharmacokinetics, and selectivity.
This platform applies state-of-the-art structural biochemistry to efficiently model and design oral compounds, addressing the limitations of traditional trial-and-error methods, adds the analyst.
Joseph says the company&#8217;s pipeline strategy targets large, established indications where oral options can provide clear patient benefits.
With a potential derisking catalyst from SEP-786 for hypoparathyroidism in 2025, a cash runway through 2027, and strong business development prospects, Septerna is poised to outperform broader biopharma coverage in the mid term, adds the analyst.
Price Action: SEPN shares are down 1.32% at $23.24 at the last check Tuesday.

If recent foreign currency exchange rates hold, 2025 revenue growth on an adjusted basis would be 3.4%-3.9%. Gold Moves Higher; Medtronic Posts Upbeat Results

Shares of cryptocurrency company Bakkt Holdings Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BKKT#NYSE">BKKT</a>) soared on reports that Donald Trump's media company could be eying an <a href="https://www.benzinga.com/general/social-media/24/11/42048594/trump-digs-deeper-into-cryptocurrency-bakkt-shares-soar-on-reported-interest-from-president-elects-media-company">acquisition of the company.</a>
While investors who got into the stock early Monday are up big, one hedge fund may have had perfect timing less than a week ago.
What Happened: A report from the Financial Times linked Bakkt Holdings with being the subject of a takeover report from Trump Media &amp; Technology Group (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/DTJ#NASDAQ">DTJ</a>).
Bakkt shares opened for trading at $11.31 on Monday before closing the day up 162.7% to $29.71. The stock was trading another 6.36% higher Tuesday afternoon at $31.59. 
The company said it would not comment on "market rumors or speculation.&#8221;
Hedge fund Highbridge Capital, which is a <a href="https://www.highbridge.com/">unit </a>of JPMorgan Chase (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/JPM#NYSE">JPM</a>), recently took a large stake in the cryptocurrency company.
A 13G <a href="https://www.sec.gov/Archives/edgar/data/919185/000090266424006542/p24-3248sc13g.htm">filing </a>issued Thursday shows that Highbridge Capital purchased 692,042 Class A shares issuable upon exercise of warrants. The purchase was listed as representing 9.9% of Bakkt based on 6.32 million shares outstanding.
While the filing did not list a purchase price, the investor may be up millions of dollars on the trade depending on the timing.
Bakkt shares traded at a high of $13.05 on Thursday. An investor could have purchased the equivalent of 692,042 shares for $9,031,148.10.
Based on a price of $33.50 for Bakkt shares at the time of writing, the 9.9% stake and 692,042 shares are now worth $23,183,407. This means Highbridge Capital could be up around $14.15 million on its recent purchase, a cool 156.7% gain in less than a week.

What's Next: News of the reported acquisition come as Trump Media &amp; Technology co-founder Trump is set to return to the White House in January. 
Trump is viewed as a more pro-crypto friendly president than the past administration based on his 2024 election campaign.
Bakkt, <a href="https://www.benzinga.com/markets/cryptocurrency/21/04/20550003/3-cryptocurrency-spacs-that-could-run-on-a-successful-coinbase-ipo" target="_blank" rel="noreferrer noopener">which went public </a>in October 2021 via SPAC merger, is backed by New York Stock Exchange owner Intercontinental Exchange (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/ICE#NYSE">ICE</a>), which owns a reported 55% of the company.
Bakkt&#8217;s first CEO was former U.S. Senator Kelly Loeffler, who represented the state of Georgia as a Republican. Loeffler is helping to organize Trump&#8217;s inauguration in January and has close ties to the president-elect.
Bakkt&nbsp;<a href="https://www.benzinga.com/news/24/06/39234822/bakkt-holdings-explores-potential-sale-or-breakup-amid-crypto-sector-consolidation" target="_blank" rel="noreferrer noopener">said in June</a>&nbsp;it was exploring strategic alternatives that could include a sale or breakup of the company.
The company previously said its crypto custody business could be wound down. This segment might not be included in a buyout, according to the FT report. Bakkt is planning to build a crypto trading platform geared toward institutional investors.
DJT shares have experienced high volatility and an increased valuation after Trump won the 2024 election.
An acquisition of Bakkt would push Trump&#8217;s media company and the president-elect deeper into the cryptocurrency sector, which comes after he promoted a crypto venture called&nbsp;World Liberty Financial&nbsp;with business partners.
BKKT, DJT Price Action: Bakkt stock is up 6.36% to $31.59 on Tuesday versus a 52-week trading range of $5.57 to $68.75. Bakkt stock is down 40.4% year-to-date in 2024.

A renewed sense of optimism surrounds Bitcoin (CRYPTO: <a class="ticker" href="https://www.benzinga.com/quote/btc/usd">BTC</a>) adoption following a shift in the regulatory landscape, according to a note from BlackRock (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/BLK#NASDAQ">BLK</a>). 
What Happened: President-elect Donald Trump&#8216;s campaign promise to maintain a <a href="https://www.benzinga.com/markets/cryptocurrency/24/11/41986427/pennsylvania-introduces-bitcoin-strategic-reserve-act-to-invest-up-to-700-million-in-btc">strategic Bitcoin reserve</a>, alongside recent electoral success for <a href="https://www.benzinga.com/markets/cryptocurrency/24/11/42035953/as-congress-turns-pro-crypto-will-stablecoin-be-high-on-the-agenda">pro-crypto politicians</a>, has amplified expectations for a more supportive environment for digital assets, BlackRock told its clients
It added that these developments are expected to accelerate the mainstream adoption of Bitcoin.
"In addition to the macro environment, there is a renewed sense of optimism that regulatory clarity for Bitcoin and digital assets may emerge following the U.S. election," BlackRock stated.

Macro And Market Conditions Align For Bitcoin's Appeal BlackRock emphasized that Bitcoin's distinct fundamentals, including its finite supply and independence from traditional monetary systems, make it uniquely positioned as an alternative monetary asset.

This allows Wall Street investors to gain leveraged exposure to Bitcoin, opening new avenues for institutional involvement. 
The Options Clearing Corporation (OCC) recently confirmed its readiness to clear and settle these options, marking a significant step for the U.S. cryptocurrency market.
The SEC's approval of 11 Bitcoin ETFs, including BlackRock's IBIT, has further enhanced accessibility for traditional investors. 
The OCC's memo yesterday cemented the operational readiness for these instruments, beginning with IBIT. 
The development underscores growing confidence in the integration of Bitcoin into established financial markets.
